Listening to the thoughts, aspirations, suggestions, and recommendations of ethnic minority people regarding the implementation of the Party's guidelines and the State's policies and laws; and the situation of national unity.

The socio -economic development programs currently being implemented at the local level aim to further promote the role of the Fatherland Front system at all levels; the role of influential people in the community, and ethnic minority officials, thereby gathering opinions and suggestions from ethnic minority people to reflect to the Party and the State, and to the local authorities.

Over the years, thanks to the attention of the Party, the State, and the province, ethnic minority communities in Binh Thuan province have been motivated to strive for economic development. This has transformed the face of rural areas in the province's ethnic minority regions, gradually improving the lives of the people, preserving and promoting the traditional culture of the ethnic groups, and raising the general level of education. To date, hunger has been largely eradicated, poverty has been reduced, people have housing, land for production, access to clean water, and access to education for their children and medical care. These achievements are partly due to the significant contributions of village elders, heads of hamlets, influential figures, and officials from ethnic minority groups. With their prestige, this group has propagated, persuaded, and encouraged people to follow the Party, effectively implement the Party's policies and guidelines, the State's laws, and the socio-economic development programs and goals of the locality. As a result, the ideological situation of ethnic minority communities in Binh Thuan continues to be stable, fostering unity in implementing local policies and guidelines.

Recognizing that understanding the thoughts and opinions of ethnic minority communities is a crucial task, in recent years, localities in the province with large ethnic minority populations have focused on implementing many effective solutions, promoting the role of influential figures within these communities, especially in religious and belief institutions, and among ethnic minority cadres, to promptly understand their thoughts and aspirations. Through them, policies, laws, and political tasks of the locality are disseminated. This force also participates in propaganda, mobilization, and mediation at the grassroots level to prevent the emergence of hotspots and mass complaints.

According to the Ethnic Affairs Committee, in recent years, Binh Thuan province has implemented many specific ethnic policies based on the application of central government policies and the actual situation in ethnic minority areas. In addition, localities in the province have also focused on developing culture, preserving and promoting the cultural identity of ethnic minorities. They have created conditions for ethnic minorities to promote traditional festivals, such as the Katê and Ramưwan festivals of the Cham people, the First Rice Festival of the Rắc Lay people, the Nghinh Ông Festival of the Hoa people, and other typical cultural and artistic forms within the community. At the same time, they have maintained and improved the quality of facilities teaching literacy and mother tongues to ethnic minorities. Actively preserving and promoting the traditional cultural, historical, and artistic heritage of ethnic minority communities... However, alongside these positive changes, the lives and production activities of ethnic minority and mountainous communities still face some challenges. For example, the majority of ethnic minorities live in remote areas, limiting their access to and enjoyment of healthcare, education, and cultural and social services. A segment of ethnic minority communities still lacks a full understanding of socio-political issues, and their awareness and compliance with the law remain concerning…

Therefore, it is crucial to engage with and listen to the thoughts, aspirations, suggestions, and recommendations of ethnic minority communities regarding the implementation of the Party's guidelines, the State's policies and laws, and the province's regulations. This includes understanding the national unity situation and the socio-economic development programs currently being implemented in the locality. This aims to further enhance the role of the Fatherland Front at all levels, ethnic affairs officials, influential community leaders, and ethnic minority cadres, thereby gathering opinions and suggestions from the people to report to the Party, the State, and the province. Through this, we contribute to improving all aspects of the lives of ethnic minority communities; and further promote the role of influential community leaders throughout the province to coordinate the dissemination of information and encourage ethnic minority communities to comply with the Party's guidelines, the State's policies and laws, and local regulations. Strengthening social consensus, promoting the rights and responsibilities of ethnic minority people in participating in building a clean and strong Party and government; consolidating and promoting the strength of the great national unity.

To quickly bridge the gap between the Party's ideology and ethnic minority communities, fostering consensus, alongside propaganda and mobilization, the central solution remains comprehensive economic development and social security, with particular attention paid to the specific characteristics of ethnic minorities. All levels, sectors, localities, and the entire political system have prioritized resources and invested in economic development and poverty reduction in ethnic minority and mountainous areas, especially in areas with particularly difficult socio-economic conditions. Significant results have been achieved: essential infrastructure has been increasingly developed and improved, the material and spiritual lives of ethnic minorities have improved noticeably, and the poverty rate has decreased rapidly and sustainably. The role of ethnic minority cadres is crucial, not only as a bridge to convey the Party's ideology to the people, but also as individuals who directly understand and communicate the thoughts and aspirations of the people to the Party, the State, and the province. Therefore, promoting the role of ethnic minority cadres is extremely important in the new era. Current reality shows that, with the planning and training of ethnic minority cadres in various fields of work in localities throughout the province, they have demonstrated their role in each assigned area. Training, nurturing, and effectively promoting the role of ethnic minority cadres is a crucial factor in ensuring the rapid and sustainable development of ethnic minority areas and needs to be prioritized in the current context of integration.

Through practical work from the provincial and district levels down to the communes, the important role of ethnic minority cadres has been gradually affirmed. They have contributed to promoting socio-economic development, maintaining political security and social order in ethnic minority areas, as well as consolidating and promoting national unity in all areas of the province. The achievements in ethnic and religious affairs in the past will be the driving force for ethnic minorities in our province to promote self-reliance and self-improvement, strive to develop socio-economic development, maintain national defense and security, build and consolidate national unity even stronger, always equal, united, mutually supportive, helping each other to develop together, working together to build new rural areas, building a homeland that is increasingly developed, prosperous, beautiful, and civilized. This is a very important foundation and bridge to quickly bring the Party's will to the ethnic minorities in Binh Thuan province.
