Deserving of the title "Iron Fist" in the fight against crime

On April 15, 1974, the Ministry of Public Security solemnly held the founding ceremony of the Security Police force, now the Mobile Police Force (CSCĐ). Since then, April 15th has become the traditional day of the CSCĐ force.

Over 50 years of development, combat, and growth, the Mobile Police force nationwide in general, and the Mobile Police of Binh Thuan Provincial Police in particular, has continuously grown stronger and more mature in all aspects, achieving many accomplishments and contributing to maintaining security and order in the locality.

Resounding victories

During the two wars of resistance against French colonialism and American imperialism, the Security Police force, along with the people and army of the entire country, overcame all difficulties, hardships, and challenges, crushing all plots and schemes of the enemy aimed at undermining the construction of socialism in the North. The Security Police force hunted down and captured hundreds of commandos and bandits, and ensured the absolute safety of important targets, central government agencies, and vital routes serving the transport of troops, weapons, and supplies to the Southern battlefield. Also during this period, officers and soldiers of the Security Police, undeterred by danger, fought bravely and tenaciously alongside the Army and Public Security forces, thwarting numerous enemy encirclements, protecting state property and the lives of the people, ensuring the absolute safety of the base areas, participating in maintaining security and order, and ensuring the absolute safety of the nation's great victory.

Following the complete liberation of South Vietnam, the former Thuan Hai province (now Binh Thuan province) faced numerous complexities regarding political security and social order, most notably the Fulro movement in ethnic minority areas. In addition, the situation regarding individuals fleeing the country and infiltrating the territory via sea routes became complicated; hostile forces sought to undermine the system with various new methods and tactics; and various types of crime and social vices showed an increasing trend and complex developments. In response to this situation, the Security Police force quickly adapted to the local reality, proactively reviewing and thoroughly understanding the area, the schemes, and the tactics of various types of criminals. Based on this, they developed appropriate plans and measures to combat these issues, determined to absolutely protect the safety of important targets of the Party and the State. They effectively coordinated with security forces to participate in major operations, capturing and eliminating dozens of infiltrating spy and commando teams, arresting hundreds of enemy soldiers, and seizing tens of tons of weapons of various types, along with many enemy ships, equipment, and other supplies.

Furthermore, the Police force has consistently performed its duties well in ensuring the absolute safety of key political, economic, and cultural targets in the province. During their security operations, they have detected and handled hundreds of cases of intrusion into targets, apprehending hundreds of individuals along with confiscated items and handing them over to relevant authorities for processing. Simultaneously, they have coordinated to ensure the absolute safety of the National Party Congress, National Assembly elections, Provincial Party Congress, People's Council elections at all levels, and hundreds of delegations of Party, State, National Assembly, and Government leaders visiting and working in the locality. In particular, they have successfully carried out armed combat missions, including the suppression of the Fulro movement, coordinating with other forces to fight 46 battles, killing 68 Fulro elements, capturing 1,786 alive; persuading 668 Fulro elements to surrender, dismantling 135 bases, seizing 121 guns, 56 mines and grenades, thousands of rounds of ammunition of various types, and many other operational tools and equipment. Dismantling 3 bases, 1 regimental framework, and 3 battalions of Fulro.

After the province was separated and re-established, despite extremely difficult conditions and a shortage of combat equipment, with the attention of leaders at all levels, the Mobile Police force has made continuous efforts, overcome difficulties, and strived to excel, demonstrating its pioneering role in all assigned tasks and contributing to maintaining political security and ensuring social order and safety in the province. Through this, they have detected and handled hundreds of cases, arresting hundreds of individuals involved in theft, robbery, public disorder, illegal racing, resisting arrest, organizing gambling, and illegal drug trafficking and use… handing them over to relevant authorities for investigation and prosecution according to the law.

Continuing to write history in peacetime.

In recent years, the security situation in Binh Thuan has remained stable, and the economy has developed. The province is increasingly attracting a large number of people and domestic and foreign businesses to invest, visit, and enjoy tourism, especially investing in technical infrastructure projects, establishing new residential areas, urban areas, tourist zones, and industrial parks. However, these advantages have also led to complex land disputes, compensation claims, environmental pollution, etc.; some individuals have taken advantage of complaints and denunciations to gather large crowds and incite unrest at the Provincial Party Committee and the Provincial People's Committee. Accordingly, following the directives of the Provincial Police leadership, the Mobile Police Unit proactively implemented a plan to handle the situation, while coordinating with functional units to simultaneously implement professional measures, persuading and convincing people to strictly comply with the law on ensuring public order and immediately cease violations, stabilizing the situation, preventing the emergence of complex and prolonged hotspots, and ensuring normal operations at workplaces.

To proactively carry out assigned tasks in the prevention and control of disturbances, riots, terrorism, suppression, apprehension of suspects, and hostage rescue, the Mobile Police force always focuses on developing plans and training programs, and regularly reinforces forces for units and localities to conduct drills and scenarios as directed by the Provincial Police leadership. This ensures timely prevention and handling of potential incidents, preventing prolonged and complex situations, and has been highly appreciated by the Ministry of Public Security, the Provincial Party Committee, and the Provincial People's Committee. In addition, the Mobile Police force consistently excels in coordinating and supporting professional units in combating major cases and preventing various types of crimes, ensuring security and order in the province. In carrying out regular and emergency missions, the Mobile Police force always affirms its leading role in ensuring security and order, earning the trust of the people and recognition and commendation from all levels of government.

Throughout 50 years of fighting, building, and maturing, the national Mobile Police force in general, and the Binh Thuan Mobile Police force in particular, have consistently performed their functions and duties well in serving the Party, the State, and the people. The Mobile Police force has affirmed its essential position in the overall activities of the People's Public Security Force; rightfully earning the title of "Steel Fist" in the fight against crime.
