Delegates attending the conference

Member of the Central Committee of the Party, Secretary of the City Party Committee Nguyen Dinh Trung attended and chaired the conference. Also in attendance were members of the Standing Committee of the City Party Committee, City Party Committee members, members of the City Party Committee's Inspection Committee, City Party Committee rapporteurs; leaders of departments, agencies, and communes and wards in the city.

At the conference, Standing Committee member of the City Party Committee and Head of the City Party Committee's Propaganda and Mass Mobilization Department, Hoang Khanh Hung, briefed attendees on the core contents of the Resolution of the 17th City Party Congress. The Resolution sets the overall goal of building a clean and strong Party Committee and political system; promoting the strength of the entire population; mobilizing and effectively utilizing resources to build and develop Hue City by 2030 into a distinctive heritage city of Vietnam, one of the major and unique centers in Southeast Asia for culture, tourism, and specialized healthcare; a major national center for science and technology, high-quality education and training; a strong maritime economic center, with solid national defense and security, and a high standard of living for the people.

The resolution sets forth key breakthrough development targets, notably an average economic growth rate of 10% or more; a shift in economic structure towards services accounting for 47-49%, industry and construction 36-38%, and agriculture 7-8%; a per capita GDP of 5,800-6,000 USD by 2030; an average annual growth rate of 10-11% in realized investment; the elimination of poverty; and the recruitment of 1,700-2,000 new Party members annually.

To realize that goal, the Resolution identifies six key programs, including: developing integrated, modern, and smart cities associated with heritage cities; developing industry; developing culture, tourism, and services; developing science and technology , innovation, and digital transformation; developing the private economy; and developing high-quality human resources.

In thoroughly reviewing the Action Program for implementing the Resolution, Standing Committee Member of the City Party Committee and Permanent Vice Chairman of the City People's Committee Nguyen Thanh Binh emphasized: The Action Program is of particular importance in concretizing the major goals, targets, and directions of the resolution into key tasks, projects, programs, and organizational solutions for implementation, ensuring feasibility and high effectiveness.

Based on 15 key tasks and 3 groups of breakthrough solutions, the Action Program has developed 9 specific program content groups, clearly assigning responsibilities and ensuring "clear responsibilities, clear tasks, and clear results".

In his remarks at the conference, City Party Secretary Nguyen Dinh Trung requested that Party committees, governments, agencies, and units at all levels promptly develop plans to organize the study, understanding, and dissemination of the Congress Resolution in conjunction with the Action Program, tailored to each target group. At the same time, he urged the intensification of propaganda and implementation of the resolution in a comprehensive and substantive manner throughout the entire political system and among the people.

Secretary of the Hue City Party Committee Nguyen Dinh Trung emphasized that the goal of building a green, smart, and culturally rich Hue city with double-digit economic growth is an extremely important task. Therefore, the City Party Committee, People's Committee, departments, agencies, and localities must closely adhere to the growth plan, focus on resolving difficulties and obstacles, demonstrate high determination and great effort, and create breakthroughs right from the beginning of the term. Along with that, there must be a strong reform of leadership methods, an enhancement of the exemplary responsibility of leaders, and a promotion of information technology application and digital transformation in leadership, direction, and management.

At the conference, delegates were also briefed on new documents from the Central Committee, including: Directive 47-CT/TW, dated May 23, 2025, of the Secretariat on strengthening the Party's leadership over public opinion work in the new situation; Directive 52-CT/TW, dated October 3, 2025, of the Secretariat on implementing universal health insurance in the new phase; Conclusion 196-KL/TW, dated October 3, 2025, of the Politburo on continuing to implement Resolution 09-NQ/TW, dated November 8, 2002, of the Politburo and Conclusion 66-KL/TW, dated March 4, 2010, of the Secretariat on strengthening the Party's leadership over the work of Vietnamese veterans in the new situation.
