In recent months, the fire and explosion situation in the province has become more complex, causing damage to people and property, affecting social order and safety, the investment environment for businesses, and the lives of the people.
According to statistics, in the first four months of the year, the province experienced 37 fires and explosions, resulting in 3 deaths and 1 injury (an increase in both the number of incidents, deaths, and injuries compared to the same period in 2024). The total property damage caused by fires and explosions was 1.31 billion VND (an increase of nearly 800 million VND compared to the same period).
According to information from authorities, the increasing number of fires and resulting damage are largely due to human negligence, carelessness in the use of fire, and electrical and equipment malfunctions. Furthermore, the current measures to ensure fire safety, firefighting, and rescue conditions at facilities remain inadequate.
Based on this reality, the Fire Prevention and Rescue Police Department (Provincial Police) has coordinated with units, localities, and businesses to focus on building grassroots fire prevention and rescue teams. To date, the entire province has 2,119 grassroots fire prevention and rescue teams, with nearly 24,000 members. |
Participating primarily on a voluntary basis, the members of the local fire fighting teams are mostly young, healthy individuals who have received training in fire safety knowledge and skills. These are the active, core individuals who initiate the "All citizens participate in fire safety" movement in residential areas, businesses, and schools.

Local fire fighting teams also participate in monitoring the situation, actively coordinating and supporting the police force in plans and solutions to ensure fire safety. At the same time, they serve as an "extended arm," providing strong support for fire safety awareness campaigns as well as participating in firefighting and rescue operations when fires or explosions occur.
Ms. Chu Thi Oanh, Director of Trung Tin Investment and Development Joint Stock Company in Thai Nguyen (the unit managing Thai Market and Ba Hang Market), said: In each market under its management, the company has established a local fire fighting team with over 10 members. Every year, members receive training in professional skills, including the use of fire hoses, fire extinguishers, and other equipment; and guidance on how to handle initial fire and explosion incidents before professional firefighters arrive.
Mr. Bui Gia Khoi, a member of the grassroots fire prevention and fighting team in residential area 15, Hoang Van Thu ward (Thai Nguyen City): In this residential area, most households have houses that combine living and production/business activities. Therefore, periodically and unexpectedly, we coordinate with the ward police to inspect and disseminate information on fire prevention and fighting at these households, from the arrangement of goods, materials, and equipment in the receiving and shipping areas to the use of on-site fire extinguishing equipment. At the same time, we criticize and remind households that violate regulations.
Besides focusing on building up its forces, the Fire Prevention and Rescue Police Department also proactively advises and coordinates with local authorities, agencies, businesses, residential areas, etc., to build, strengthen, and improve the quality of operation of grassroots fire prevention and rescue teams. Annually, the unit coordinates the organization of fire prevention and rescue training and practice on-site fire fighting plans for grassroots fire prevention and rescue forces so that they are not confused or caught off guard when fires or explosions occur.

Identifying the key task for the coming period as continuing to promote the role of grassroots forces in fire prevention and control, the provincial authorities will continue to build grassroots fire prevention and control teams, strengthen regular and advanced fire prevention and control training courses. At the same time, attention will be paid to allocating funds for fire prevention and control training, and gradually equipping grassroots fire prevention and control forces with fire fighting equipment and facilities…
