Responding to voters' opinions in the field of education.

In response to feedback and suggestions from voters prior to the 10th Session of the 15th National Assembly, the Provincial People's Committee directed relevant departments to inspect, review, and provide explanations on many issues, including those related to education and training.

No excessive fees at the beginning of the school year.

Voters in Tay Yen commune petitioned: “Currently, tuition fees are waived for students, but additional fees are charged upon enrollment. Specifically, a sanitation fee of 60,000 VND per student and a fee for hiring a foreign language teacher of 180,000 VND per student. We request that the Department of Education and Training review the collection of these fees.”

According to the Department of Education and Training, the collection, management, and use of funds supporting educational activities of schools, and the collection of service fees for educational support activities in addition to tuition fees, are carried out in accordance with legal regulations and on an annual basis. Donations and contributions must be voluntary, open, and transparent between parents and educational institutions. Educational institutions are responsible for publicly disclosing income and expenditure in accordance with the State Budget Law and related documents.

Regarding the fees raised in the voters' petition, according to regulations on the management of funding and support for educational activities, schools are not allowed to solicit support to pay for maintaining classroom and school hygiene. The fees for hiring foreign language teachers (or for enhanced teaching programs and skills training) are determined by agreement with parents, ensuring the principles of voluntariness and transparency. Collection and expenditure are based on actual costs and comply with current regulations.

On August 29, 2025, the Department of Education and Training issued a document regarding the collection of fees at the beginning of the 2025-2026 school year. On October 2, 2025, the department issued another document to strictly enforce the collection of fees at the beginning of the school year, requiring affiliated units and local education management agencies to strengthen inspection and supervision of implementation; absolutely not to tolerate "excessive fees" at the beginning of the school year; and strictly prohibiting teachers from pressuring students to collect fees outside of regulations. The Department of Education and Training will continue to conduct regular and surprise inspections and strictly punish the heads of educational institutions where violations of regulations occur.

Assigning and deploying teachers to public schools.

Mr. Vo Hoai Tam, residing in Long Xuyen ward, graduated from a chemistry teacher training university a few months ago but has been unable to find a job at public schools. Meanwhile, some schools report that many graduates in teacher training are unemployed and have to work as contract staff at primary schools. Through their work, these individuals have demonstrated good professional competence and a high sense of responsibility. Voters request that the competent authorities consider and facilitate the placement of graduates in teacher training programs who are properly assigned to jobs that match their training specialization and qualifications; and allow the units to proactively assign work more effectively.

Regarding this petition, the Department of Education and Training affirms that the matter falls under the jurisdiction of the commune-level People's Committee. However, the recruitment, placement, and assignment of civil servants and teachers to work in public schools must comply with current legal regulations, including clear provisions on the target group, standards, and conditions for civil servant recruitment examinations and selection processes. When graduates from teacher training universities wish to work in public schools, they must participate in the civil servant recruitment examination through either an examination or a selection process. Annually, the Department of Education and Training, based on the recruitment needs of its affiliated units, develops a civil servant recruitment plan, announces recruitment, and receives application forms.

The recruitment of civil servants is conducted through a competitive selection process. The recruitment process includes: Round 1, checking the eligibility and qualifications of applicants based on the application form and the requirements of the position being recruited for. If all requirements are met, the applicant proceeds to Round 2, which involves a professional skills test (oral, practical, or written). According to current law, there are no regulations regarding the placement or assignment of civil servants in a unit to a position that is not in accordance with the position for which they were recruited or for which they have not yet been recruited.

Education for students with disabilities is more appropriate.

Voters in Hoi An commune commented that the current process of admitting and caring for students with disabilities in schools faces many difficulties, putting significant pressure on the schools. Voters requested that relevant authorities and departments consider and review the specific situations of students with disabilities or those unable to participate in inclusive education programs, in order to provide support or arrange more suitable forms of education.

According to the Department of Education and Training, the education of children with disabilities in the province is currently implemented in two main forms: inclusive education and special education. This is a task that educational institutions must fulfill according to Article 15 of the 2019 Education Law to ensure equal learning rights, quality education, suitability to the needs, characteristics and abilities of learners; respect for the diversity and differences of learners and non-discrimination.

When admitting children with disabilities to school, educational institutions assess the severity of the child's disability based on a disability certificate issued by the commune-level People's Committee, along with other relevant documents and the child's skills and cognitive abilities. If the child has a severe disability and cannot participate in inclusive education, educational institutions may advise parents to enroll them in a specialized educational institution. Currently, the province has two specialized educational institutions ( An Giang School for Children with Disabilities (public), 97 Tran Hung Dao Street, My Thoi Ward; My Lam School for Children with Disabilities (private), 551A Tan Dien Street, Vinh Thong Ward) and Diep Quang Center for Inclusive Education Development Support (private), Group 1, Long Phu 2 Hamlet, Long Dien Commune.

In the coming period, the education sector will continue to improve the quality of education for children with disabilities, creating the most favorable conditions for them to attend school and access education. Firstly, it will advise the Provincial People's Committee and coordinate with relevant departments and agencies to complete the construction of the School for Children with Disabilities - Branch 2 located in Rach Gia Ward. Secondly, it will build a team of experts to support the development of inclusive education at educational institutions. Thirdly, it will organize inspections and surveys to understand the situation of inclusive education at educational institutions, promptly identify difficulties and obstacles, and provide solutions. At the same time, it will continue to organize professional training to meet the practical requirements of inclusive education.
