According to a report by the Management Board of Son Tra Peninsula and Da Nang's tourist beaches, from March 2012 to March 2013, in order to encourage the development of tourism services in some beach areas to serve locals and tourists, the Da Nang City People's Committee agreed in principle to allow the pilot implementation of 10 food and souvenir stalls in the East Sea Park area and south of My Hanh Restaurant in Phuoc My ward, Son Tra district.
Under this policy, businesses and individuals participating in the pilot program of 10 food and souvenir stalls were exempted from rent for business premises during the pilot period because at that time there were no legal regulations on the exploitation and use of public assets in the beach area.
Organizations and individuals participating in the pilot project of 10 food and souvenir stalls signed a commitment with the Management Board of Son Tra Peninsula and Da Nang tourist beaches stating: "...they will dismantle the stalls and hand over the premises to the Management Board within 30 days from the date of receiving notification from the Management Board, if: ...the People's Committee of Da Nang City issues a document to reclaim the premises or relocate to another location...".
Following the city's pilot program, the Management Board handed over the land to individuals and businesses that registered to participate in the pilot program. These individuals and businesses designed and erected stalls, and commenced business operations. They were granted free use of the business space (75m2 per stall) for over 12 years (March 2012 - September 2024).
On May 8, 2024, the Da Nang City People's Committee issued document No. 2402, requesting the termination of the pilot operation of the aforementioned food and souvenir stalls. At the same time, it instructed the Department of Tourism to direct the Management Board of Son Tra Peninsula and Da Nang's tourist beaches to organize an auction according to the approved plan.
