Following the feedback from the article "The situation of trucks transporting soil causing environmental pollution in Dong Anh needs to be decisively addressed" by the Hanoi Press and Broadcasting Agency on May 12th, the authorities have intensified inspections and enforcement against vehicles transporting soil and construction materials that violate traffic safety regulations and cause environmental pollution in Dong Anh commune.
Accordingly, Road Traffic Police Team No. 15 (Traffic Police Department, Hanoi City Police) inspected many transport vehicles operating in the storage area and on roads in the city, requiring vehicle owners and drivers to strictly comply with regulations on transporting construction materials, ensuring traffic safety and environmental hygiene.

On the same day, Road Traffic Police Team No. 15, in coordination with the Dong Anh Commune Police, also inspected and worked with the unit operating the material storage yard in the Vuon Dao area (Phuc Loc village). Representatives of the functional forces and FAPIMEX Nam Dinh Joint Stock Company drew up a working report.
According to the minutes, the business must strengthen the management of vehicles entering and exiting the yard; wash vehicles before they leave the storage area; and regularly water and clean the surrounding roads to minimize the spread of dust and mud into the environment. At the same time, the unit must ensure that transport businesses and drivers strictly comply with regulations regarding covering vehicle bodies, not overloading or exceeding size limits, not modifying vehicle bodies, and not allowing materials to spill onto the road.

Mr. Luong Quoc Phap, in charge of receiving excavated soil at the Vuon Dao area of FAPIMEX Nam Dinh Joint Stock Company, said that on average, about 150-200 vehicles enter and exit the site daily. The company representative acknowledged receiving complaints from residents about dust and scattered soil and rocks during transportation and stated that they will strengthen environmental sanitation measures, water and wash the roads, and inspect vehicles before they leave the storage area. Mr. Phap also said that the soil receiving site has ceased operations for the past few days.
In response to the above situation, the People's Committee of Dong Anh commune has sent a document to the Management Board of Investment Projects for Technical Infrastructure and Agriculture of Hanoi City regarding the cessation of receiving Grade II land at the collection sites in Dong Anh commune from 9 PM on May 7, 2026.
The reason given is that the units transporting soil are using a large number of vehicles and operating on the road very frequently. Environmental sanitation and traffic safety are not guaranteed, and there have been many instances of dirty roads, soil spilling from vehicles along the road, and the risk of traffic accidents, affecting the lives of local residents.

Despite official notices to cease accepting materials and Mr. Luong Quoc Phap's confirmation that the site was no longer in operation, according to residents' reports and observations by reporters, on the evening of May 12th, numerous trucks carrying soil were still seen entering and exiting the site busily.
