The Commemorative Speech by Comrade Le Thanh Hai - Director of the Department of Justice stated: Immediately after the success of the August Revolution, on August 28, 1945, the Provisional Government of the Democratic Republic of Vietnam issued a Proclamation, establishing the National Unification Cabinet consisting of 12 ministries, including the Ministry of Justice with Mr. Vu Trong Khanh as Minister. This was an important milestone, laying the foundation for the birth of the Vietnamese Judicial Sector. On November 7, 1995, the Prime Minister issued Decision No. 715/QD-TTg, taking August 28 every year as the "Traditional Day of the Vietnamese Judicial Sector". This is an event of special significance for civil servants, public employees, and workers in the Judicial Sector nationwide.
Pursuant to the Resolution of the National Assembly on the separation and establishment of Lai Chau province; on January 1, 2004, the Provisional People's Committee of Lai Chau province issued Decision No. 01/QD-UBND on the establishment of specialized agencies under the Provincial People's Committee, including the Department of Justice of Lai Chau province.
As a unified part of the Vietnamese Judicial sector, after 21 years of striving and growing, along with the process of building and developing the socio-economy of Lai Chau province, the Lai Chau Judicial sector has continuously grown in terms of organization, apparatus, staff and improved the quality and efficiency of judicial activities from the province to the grassroots; always being a solid support for advising on the construction and organization of law enforcement of the province's guidelines and policies in socio-economic development, ensuring national defense and security in the locality.
In particular, in recent years, the Department of Justice has provided comments on over 1,500 draft legal documents, appraising 100% of the draft documents to ensure the time, order and procedures for the Provincial People's Council and Provincial People's Committee to issue 1,488 legal documents. The work of monitoring law enforcement and managing law enforcement on handling administrative violations has been advised and implemented synchronously and regularly every year. The Provincial People's Committee has successfully organized conferences to disseminate and educate the law in many forms, attracting more than 30,000 participants; organized legal knowledge competitions with more than 209,000 participants.
Judicial administration continues to be comprehensively implemented and has many positive changes. Up to now, 100% of communes and wards have registered births, deaths and marriages through shared electronic civil status software connected to the National Population Database. The State Legal Aid Center has received and resolved 8,282 legal aid cases. The application of information technology and administrative reform have made many breakthroughs to improve the effectiveness of leadership and direction in implementing the sector's political tasks...
Over 21 years of development and growth, many collectives of leaders, civil servants, public employees and workers of Lai Chau Justice sector have been recognized, commended and awarded noble titles and rewards by the State, Ministry of Justice, Provincial Party Committee, People's Council and Provincial People's Committee.
Speaking at the meeting, comrade Le Van Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee acknowledged and commended the efforts and achievements of the Lai Chau Judicial sector in recent years. At the same time, he requested the Lai Chau Judicial sector to continue to strengthen political and ideological education for civil servants and public employees in all agencies and units; combine political and ideological education with training and fostering of judicial officials in political qualities, professional ethics and expertise. Focus on advising on the effective implementation of Action Program No. 34-CTr/TU dated April 17, 2023 of the Provincial Party Committee on implementing Resolution No. 27-NQ/TW of the 6th Central Conference (term XIII) on building and perfecting the socialist rule-of-law state of Vietnam in the new period; The focus is on building, reviewing and perfecting the system of legal documents of the province to ensure unity, synchronization, feasibility, publicity, transparency and stability. Strongly and effectively innovate the dissemination and education of law and build a culture of law compliance among officials and people in the province. Effectively deploy the work of "Building a Civil Status Database"; research and propose appropriate solutions to meet the requirements of handling administrative procedures in the field in the electronic environment in line with the policy of digital transformation, building an e-Government towards a digital Government...
On this occasion, the Prime Minister awarded a Certificate of Merit to 1 collective with outstanding achievements in law-making and institutional improvement in the period of 2021 - 2025 and awarded Certificates of Merit to 3 individuals with outstanding achievements in judicial work from 2015 to 2024, contributing to the cause of building socialism and defending the Fatherland; The Provincial People's Committee awarded Certificates of Merit to 2 collectives and 5 individuals with outstanding achievements in the emulation movement to celebrate the 80th Anniversary of the Traditional Day of the Vietnamese Judicial Sector (August 28, 1945 - August 28, 2025).
