Supervising extracurricular tutoring and managing and utilizing revenue sources within schools.

BBK - On April 24-25, the Bac Kan City People's Council's monitoring team conducted on-site inspections at the City Department of Education and Training; Phung Chi Kien and Nguyen Thi Minh Khai Primary Schools; Bac Kan Secondary School and Duc Xuan Secondary School; Nong Thuong and Duong Quang Primary and Secondary Schools (Bac Kan City).

Ms. Leng Hoang Dieu, Vice Chairperson of the City People's Council, delivered a speech at the monitoring session.

During the working sessions, the delegation conducted supervision of the school principals and the leadership of the City Department of Education and Training. According to reports from the units, the implementation of regulations on tutoring and supplementary classes was thoroughly disseminated to all staff, teachers, employees, students, and parents, ensuring that schools seriously complied with the regulations. The management and use of revenue sources were ensured to be in accordance with the regulations.

Extracurricular tutoring within schools generally complies with legal regulations. Most schools that organize tutoring are licensed by the education management agency according to regulations regarding the conditions, standards of facilities, equipment, curriculum, and teacher qualifications. The organization of extracurricular tutoring, both inside and outside of school, has contributed to improving the quality of education, supplementing necessary knowledge for students, increasing the percentage of students achieving good and excellent grades, and improving the chances of passing entrance exams to higher education levels and vocational schools, thus meeting the needs and aspirations of parents and students.

The collection and expenditure of service fees are carried out by the units in accordance with Resolution No. 13/2021/NQ-HĐND of the Provincial People's Council. The timely and synchronized implementation throughout the education and training sector provides a legal basis for educational institutions to implement services that meet the needs of parents and students, and is supported by educational institutions and the public.

Concluding the monitoring session, Ms. Leng Hoang Dieu, Vice Chairwoman of the City People's Council, requested that the City Department of Education and Training and other units seriously consider the opinions and assessments of the monitoring team members; continue to direct and effectively implement the legal regulations on tutoring and supplementary education, and manage revenue and expenditure in accordance with regulations; enhance the role and responsibility of the leadership, professional staff, and teachers in the implementation process; strengthen guidance, inspection, and instruction to schools to effectively implement the regulations in accordance with the law and the practical situation of each unit; continue to thoroughly implement and promptly concretize the documents from higher levels into programs and plans; effectively manage and utilize revenue sources in schools; and strengthen management and inspection of regulations.
