Currently, the Management Board of fishing ports and storm shelters for fishing vessels in Ha Tinh province has submitted a report requesting the Department of Agriculture and Environment and the Provincial People's Committee to consider and provide funding to implement waste collection and treatment; and to assign local authorities to arrange waste collection points and animal carcass disposal sites.
At the same time, we request that local authorities and relevant agencies coordinate efforts to educate the public about not arbitrarily salvaging firewood in the area, to avoid labor accidents, drowning, or the spread of disease.


Previously, due to the impact of Typhoon No. 3 (Typhoon Wipha), many localities in the western part of Nghe An province experienced historic floods. A large amount of garbage, dry wood, and animal carcasses flowed downstream and accumulated densely in the Xuan Hoi fishing port area, covering an area of approximately 100m long, 80m wide, and about 0.4m thick. At the Cua Hoi - Xuan Pho fishing boat anchorage area, the garbage dump was approximately 200m long, 60m wide, and about 0.4m thick.


The incident has seriously affected the operation of fishing port access and storm shelter areas for fishing vessels, while also posing a risk of environmental pollution and damage to infrastructure.


According to Mr. Bui Tuan Son, the unit had coordinated with local authorities and relevant agencies to agree on a plan for handling the waste, and called for support in terms of manpower, machinery, and funding for waste collection and processing. However, due to limited resources, they were unable to implement it. The volume of waste and dry wood was enormous, and this was the first time such a situation had occurred at Xuan Hoi fishing port, so the unit could not handle it independently.


Through surveys and contact with salvage operations, it was found that no unit in the neighboring communes has the capacity to carry out salvage work; the garbage area is more than 5 meters from the nearest location, beyond the reach of conventional cranes... In addition, local landfills in the area have a certain capacity and serve household waste, so they did not anticipate an unexpected garbage problem like this. Furthermore, the waste treatment plant is mainly designed to handle household waste, so dealing with the accumulated waste in the area that has not yet been processed is very difficult.
