Upon review, Minh Hoa commune has met 25 out of 47 component criteria as stipulated in the national criteria set for New Rural Development, giai đoạn 2026-2030. Notably, many of these criteria are significant in creating momentum for socio -economic development and contributing to the completion of other criteria, but are difficult to achieve overnight.
Specifically, out of the 6 criteria for "Socio-economic infrastructure," the locality has only met 3 criteria, including: ensuring proactive disaster prevention and control according to the "four on-the-spot" principle; rural commercial infrastructure; and telecommunications infrastructure ensuring internet coverage to 100% of rural residential areas and production zones.
The remaining three criteria that have not been met include: the rural road system achieving only 78.5/100% of the requirements; irrigation works managed by the commune are maintained annually due to a lack of funding and only provide irrigation water to 25% of the agricultural land; and only 92/98% of households have direct registration and access to safe, reliable, and stable electricity for living and production. The remaining households do not have electricity purchase contracts and are currently relying on electricity from neighboring households.

Regarding the criterion of "Rural Economic Development ," most of the 10 sub-criteria have not been met. Currently, there are 3 cooperatives in the commune, but their operations are not truly effective, and there are no genuine high-tech agricultural models or circular economy models.
In particular, this locality has not yet developed concentrated raw material areas for key crops and livestock that are certified for quality, linked to processing and product consumption, nor has it established recognized industrial parks, clusters, craft villages, or appropriately sized production and service areas. Significantly, these are fundamental criteria that have a major impact on other criteria, such as creating livelihoods, jobs, income, and sustainable poverty reduction for the people.
Therefore, with the average per capita income growth rate in Minh Hoa commune reaching over 6.5% in the first six months of 2026, achieving the target of 9.5-12% per person per year according to the set criteria is still a long way off. Similarly, for the "Culture, Education, and Health" criteria group, achieving the goal of having 80% of schools meeting national standards is not easy. This is because Minh Hoa commune only has 4 out of 14 schools meeting the standards (only 28.6%), and most schools that have not met the standards lack infrastructure and require significant investment.
According to Dinh Duy Hoa, Chairman of the People's Committee of Minh Hoa commune, after the merger, the commune's infrastructure is still lacking and not synchronized, especially lacking key industries to act as a lever for economic development. Currently, industrial and handicraft production facilities in the area are small-scale, spontaneous, and unsustainable.
Therefore, given the many difficulties and low economic starting point of the locality, Minh Hoa commune needs a considerable amount of investment to gradually fulfill the criteria for New Rural Development in the coming years. For the period 2025-2030, the commune aims for comprehensive and sustainable socio-economic development, based on leveraging internal resources and maximizing external resources.
Accordingly, along with leveraging investment and support from higher levels, and combining this with leveraging internal resources to effectively implement socio-economic development programs and projects in the area, Minh Hoa commune will accelerate agricultural restructuring, focus on attracting investment, and develop industry, small-scale handicrafts, and rural occupations. This will contribute to promoting economic restructuring and socio-economic development, while ensuring the effective and sustainable achievement of new rural development goals in the area.
