Land clearance is always considered one of the most difficult stages of public investment projects. However, in Giang Vo ward ( Hanoi ), this work is seeing positive changes as the local government plays a proactive role, directly resolving obstacles at the grassroots level.

Since implementing the two-tiered local government model, the ward has basically completed land clearance for 8 projects in the area. Among these are many key city projects such as the construction of Ring Road 1; the expansion of Phan Ke Binh Street; the renovation and construction of the Le Duan Cadre Training School (Phase 2); Kim Ma Kindergarten; the relocation of households from Zone 1 of the Giang Vo Temple historical site; the relocation of households from the dangerous G6A TC apartment building; the construction of the Nhon - Hanoi Station urban railway line 3 and the Van Cao - Hoa Lac urban railway line 5.
Specifically, the construction project for Ring Road 1 completed land clearance on December 10, 2025, 5 days earlier than the city's requirement. For the second phase of the renovation and construction project of the Le Duẩn Cadre Training School, all 20/20 plans have been finalized, and households have handed over the land more than two months ahead of schedule.
One of the notable recent achievements is the Phan Ke Binh road expansion project. According to the Investment and Infrastructure Project Management Board of Giang Vo Ward, all 5/5 proposed plans have been complied with and the land handed over by the relevant organizations and units. Land clearance was completed 14 days ahead of schedule, creating favorable conditions for the investor to implement the next phase.
Mr. Dao Khanh Duy, Deputy Director of the Investment and Infrastructure Project Management Board of Giang Vo Ward, said that after switching to a two-tiered government model, the implementation of land clearance tasks has become more convenient thanks to the proactive approach of the grassroots level.
“Previously, many matters had to go through intermediate levels. Now, the ward directly implements, disseminates information, mobilizes support, and resolves issues for the people. This helps to speed up the work process, make it more practical, and enhances the responsibility of the officials involved,” Mr. Duy shared.
Building consensus to speed up progress.
Despite achieving many positive results, land clearance work still faces numerous difficulties. According to Mr. Duy, the three biggest obstacles currently are determining the origin of land from various periods, compensation rates not keeping pace with market prices, and arranging resettlement for some households.

To overcome these difficulties, the Investment and Infrastructure Project Management Board of Giang Vo Ward has chosen a persistent, people-oriented approach, focusing on consensus.
“We coordinated with relevant units to review legal documents, organized direct dialogues with each household, listened to their concerns and aspirations to explain policies and find suitable solutions. When people clearly understand the legal regulations and their rights, the land handover process becomes much smoother,” Mr. Duy said.
The implementation in Giang Vo ward shows that many people initially had concerns about the compensation policy, but after persuasion and explanation, they agreed to hand over the land. This is also an important factor that helps many projects be completed on time or ahead of schedule.
Regarding the Van Cao - Hoa Lac urban railway line No. 5, the project currently has only one remaining option involving Daeha Joint Stock Company (the investor and direct manager of the Hanoi Daewoo Hotel complex). According to Mr. Duy, the company has agreed to the compensation plan and there have been no complaints or requests. Procedures for paying compensation are being finalized to hand over the land as planned in the near future.
Mr. Duy believes that the most important lesson in land clearance work is that the staff must have a firm grasp of their expertise and persistently stay close to the site.

"Officials working on land clearance must have in-depth expertise and a thorough understanding of legal regulations. In addition, they must 'go door to door,' directly meeting, listening to, and discussing with the people so that they understand and agree. Only when trust is built will land clearance work be effective," he emphasized.
In the coming period, Giang Vo ward will continue to focus on resolving outstanding cases, coordinating closely with relevant units to complete compensation, support, and resettlement procedures. At the same time, the locality will maintain communication and dialogue with residents to minimize complaints and ensure the progress of key infrastructure investment projects.
