Accordingly, the Hanoi People's Committee allocated 876.8m2 of land in Duc Thang ward, Bac Tu Liem district (land clearance work has been completed as confirmed by the Bac Tu Liem District People's Committee in Document No. 2285/UBNDTTPTQD dated July 12, 2024) to the Bac Tu Liem District People's Committee to implement the project of constructing a local market in Duc Thang ward, which was approved by the Bac Tu Liem District People's Committee in Decision No. 2856/QD-UBND dated September 16, 2022.

The location, boundaries, and area of the land plot are determined in the 1/500 scale master plan of the Duc Thang Ward Community Market Construction Project, prepared by GP Construction Investment and Trading Consulting Joint Stock Company, and approved by the Bac Tu Liem District People's Committee with Document No. 2749/UBND-QLĐT dated September 6, 2022. Land use form: State-allocated land without land use fees.
The People's Committee of Hanoi City assigns the People's Committee of Bac Tu Liem District to contact the Department of Natural Resources and Environment to receive the land handover on-site. They are responsible for organizing the construction of technical infrastructure according to the approved investment project, ensuring overall planning, synchronous connection of technical infrastructure and regional infrastructure; and are responsible for preparing and approving the overall site plan drawing, ensuring no additional land is left undeveloped and that land is used economically and efficiently. The land must be used for its intended purpose, within the defined boundaries and area; and the investment project must be implemented in accordance with the law.
The Department of Natural Resources and Environment is responsible for determining the boundaries and handing over the land on-site to the People's Committee of Bac Tu Liem District.
The Hanoi Land Registration Office updates land use rights registration, processes land use change registrations, and adjusts land use changes in cadastral records according to regulations.
Within 12 consecutive months from the date of receiving the land on-site, the People's Committee of Bac Tu Liem District must put the land into use; if the land is not put into use or the progress of land use is 24 months behind the schedule stated in the investment project from the date of receiving the land on-site, the People's Committee of Bac Tu Liem District may be granted an extension of 24 months; if, after the extended period, the People's Committee of Bac Tu Liem District still has not put the land into use or uses the land in a manner inconsistent with the stated content, the People's Committee of Hanoi City will revoke the land without compensation for the land, assets attached to the land, and remaining investment costs.
