Regarding the case of Mr. Le Minh Hoang claiming he could "summon rain" to alleviate drought in Ho Chi Minh City and the southern provinces, the People's Committee of My Duc District ( Hanoi ) has assigned the police to verify the claim.

Speaking with a reporter from Dan Tri newspaper on the morning of April 16th, the leader of the People's Committee of My Duc district (Hanoi) stated that they had received information about a resident named Le Minh Hoang who was recently introduced to go to Ho Chi Minh City to "pray for rain," helping people in Southern Vietnam escape the drought.

District leaders said the incident stemmed from Mr. Hoang's own self-awareness. The local authorities had never previously acknowledged this "ability" of his.

After learning about the incident, the district directed My Thanh commune (where Mr. Hoang resides) and the police to verify the information. Following the directive, the People's Committee of My Thanh commune and the police held a meeting with Mr. Hoang, but no action has been taken yet.

On the afternoon of April 15th, Mr. Le Minh Hoang also stated that his plan to go to Ho Chi Minh City had fallen through. He said he really wanted to go to Ho Chi Minh City to pray for rain to help the people cool down; however, due to an unavoidable reason in his locality, his trip had to be postponed.

Meanwhile, information from My Duc district indicates that during a meeting with the People's Committee of My Thanh commune and the People's Committee of Bot Xuyen commune, Mr. Hoang admitted that the information he provided about the possibility of "praying for rain" was inaccurate.

The district stated that it will wait for a detailed report from the commune before taking further steps and considering disciplinary action against this individual, as the incident stemmed from a misunderstanding.

At the same time, the local authorities requested the Director of My Thanh Cooperative to be held accountable for signing a confirmation that Mr. Hoang had the ability to "pray for the rice crop to stop falling over" in 2023. The district's view is that this is a superstitious act, and therefore, the commune official's signing of such a confirmation is unacceptable.

Previously, the Ho Chi Minh City Department of Irrigation received a request from Dr. Nguyen Hoang Diep, Director of the Center for Translation, Cultural and Scientific-Technological Services (CTCS), regarding a person who could pray for rain to help the South escape drought.

The person with "supernatural" abilities, introduced by Mr. Diep, is named Le Minh Hoang (born in 1967, residing in My Duc district, Hanoi).

In a document sent to the Ho Chi Minh City Department of Irrigation, Dr. Diep stated that he had met Mr. Hoang twice. The man, who claimed to have the ability to "command rain and wind," asked the Department of Irrigation to introduce him to leaders of southern provinces to give him the opportunity to showcase his skills.

Mr. Diep introduced Mr. Hoang to the Ho Chi Minh City Department of Irrigation, hoping that this person possessed extraordinary abilities. However, to date, the relevant agency has not responded to this proposal.

For the past two months, due to the influence of El Nino, many provinces in the Central Highlands and Southern Vietnam have experienced prolonged periods of hot and intensely hot weather, causing drought and water shortages in some areas.

Despite being at the end of the dry season, the area frequently records maximum temperatures above 37 degrees Celsius, seriously affecting the lives and production of the people.

The National Center for Meteorological and Hydrological Forecasting predicts that this year's rainy season in Southern Vietnam will arrive a month later than the multi-year average, possibly starting only in late May or early June.

As of April 15th, three provinces—Tien Giang, Kien Giang, and Ca Mau— have declared a state of emergency due to natural disasters such as saltwater intrusion, drought, and water shortages.
