On the afternoon of May 21st, Deputy Director of the Ho Chi Minh City Department of Construction, Le Ngoc Linh, announced that the department had issued an urgent document requesting the People's Committees of wards and communes in the city to promptly review and propose a list of urban renovation and beautification projects and the relocation of houses on and along rivers, canals, and streams in order to implement Directive No. 45/CT-UBND dated May 5th, 2026 of the Ho Chi Minh City People's Committee.

Following the directive of the Chairman of the Ho Chi Minh City People's Committee, the city will adjust the target for relocating houses on and along canals and waterways from 20,000 to 40,000, linked to urban renovation, environmental improvement, and flood control. This is part of the key tasks in implementing the conclusions of the Central Government, aiming for double-digit economic growth in 2026.
The Department of Construction announced that it has compiled a list of 349 rivers, canals, and streams in Ho Chi Minh City that require continued relocation of housing along and near these waterways before the administrative merger. Based on this, localities are required to review the current situation, propose a list of priority investment projects, and update route plans according to the guidance of the Department of Construction.

Many localities are included in the review, including the wards of: Tan Hung, Tan My, Tan Thuan, Phu Thuan, Binh Tan, Tan Tao, Binh Hung Hoa, Dong Hung Thuan, Thanh My Tay, An Phu Dong, Binh Quoi, Binh Trung, Hiep Binh, Tam Binh, Thu Duc, Long Phuoc…; and communes such as Binh Chanh, Binh Hung, Tan Nhat, Vinh Loc, Hoc Mon, Nha Be, Hiep Phuoc, Can Gio, Phu Hoa Dong, An Nhon Tay…
In addition to determining the scale, roadmap, and priority order of investment, localities must also estimate the total investment, compensation and resettlement costs, and construction costs; and provide relevant planning documents and maps. The Department of Construction also requested localities to review mechanisms and policies to attract strategic investors according to Resolution No. 260/2025/QH15 amending and supplementing Resolution No. 98/2023/QH15 to propose funding sources for project implementation.
According to the plan, localities must submit reports to the Department of Construction before May 25, 2026, for compilation and submission to the Ho Chi Minh City People's Committee for consideration and direction of implementation in the coming period.
