Proactive prevention and enhanced response capabilities.
According to Directive No. 23/CT-TTg signed by Deputy Prime Minister Ho Quoc Dung on May 25th, in recent years, natural disasters in Vietnam have become increasingly unusual, extreme, and difficult to predict. In 2024 and 2025, many localities will consecutively suffer from strong storms and heavy rains exceeding historical levels, causing serious flooding, landslides, flash floods, and mudslides on a large scale.
Natural disasters have caused severe damage to human lives, property, and infrastructure, profoundly impacting the lives and livelihoods of people as well as the socio-economic development of many localities. Although disaster prevention and control efforts have received attention from the entire political system, the reality shows that the resilience of many infrastructure projects remains limited, and the capacity for forecasting and early warning is insufficient, especially for extreme natural disasters such as localized heavy rainfall, flash floods, or landslides.
In some areas, leadership, direction, and response efforts remain passive and disorganized when complex natural disaster situations arise. Therefore, the Prime Minister requests that ministries, sectors, and localities thoroughly understand and strictly implement Conclusion No. 213-KL/TW dated November 21, 2025, of the Party Central Committee and Resolution No. 116/NQ-CP of the Government.
Accordingly, disaster prevention and control must be implemented according to the motto "proactive prevention - forecasting, warning, and directing timely response - prompt and effective recovery," with the top priority being protecting people's lives.

Local leaders are required to directly supervise and take full responsibility for disaster prevention, control, and recovery efforts in their areas. Provinces and cities must review and refine their plans and response strategies for each type of natural disaster according to risk levels, ensuring they are realistic and appropriate for potential extreme disaster scenarios.
In particular, localities need to proactively identify key areas and areas at high risk of landslides, flash floods, and deep flooding to develop early and proactive response plans. The evacuation and relocation of people from dangerous areas must be carefully prepared and implemented promptly when necessary. If it is necessary to ensure the safety of people's lives, the authorities may apply coercive relocation measures as prescribed by law.
Furthermore, it is necessary to proactively build resettlement areas for people living in areas at high risk of natural disasters; and to integrate disaster prevention and control into socio-economic development plans and programs to enhance adaptability and mitigate long-term risks.
Applying technology in disaster prevention and control.
A key task emphasized is reviewing and assessing the safety level of disaster prevention and mitigation infrastructure and essential infrastructure such as transportation, electricity, and telecommunications, in order to promptly reinforce and repair them before the 2026 rainy season.
Local authorities must prioritize allocating resources to repair and upgrade dikes, reservoirs, and dams at risk of failure; and at the same time, strictly manage the operation and regulation of reservoirs to ensure the safety of the structures and downstream areas in all situations.
The request is to continue strengthening and improving the effectiveness of the commune-level disaster prevention and control task force; and to increase investment in equipment, vehicles, and support tools to ensure the "four on-the-spot" principle reaches every village, hamlet, and residential area.

The Ministry of Agriculture and Environment is tasked with coordinating with other ministries, sectors, and localities to improve the quality of forecasts, focusing on extreme natural disasters such as localized heavy rainfall, exceptionally large floods, landslides, flash floods, thunderstorms, and widespread flooding. Research will continue to refine the operation procedures for interconnected reservoirs in river basins, and coordination with localities will be undertaken to implement projects to upgrade dikes and dams damaged after previous natural disasters.
The Ministry of National Defence is tasked with maintaining a state of readiness for rescue and relief operations; deploying the 112 emergency hotline system to receive information and support disaster response, search and rescue nationwide. Military units stationed in areas frequently affected by storms and floods must prepare sufficient personnel and equipment to be ready to assist local authorities in evacuating people and conducting rescue operations when necessary.
The Ministry of Public Security is responsible for developing plans to ensure security, public order, and traffic safety during the rainy and stormy season; and at the same time, strengthening inspections and handling violations of laws on dikes, encroachment on riverbeds and riverbanks that increase the risk of natural disasters.
The directive calls for the accelerated application of science and technology, digital transformation, and artificial intelligence in disaster prevention and control. The Ministry of Science and Technology is tasked with coordinating with relevant agencies to research and implement modern technological solutions for forecasting, warning, response management, and search and rescue operations.
With the tasks and solutions outlined in Directive No. 23/CT-TTg, the Government expects to enhance the capacity for disaster prevention, response, and mitigation nationwide, contributing to protecting people's lives and property, minimizing damage, and ensuring sustainable socio-economic development in the context of increasingly extreme and unpredictable natural disasters.
