On June 1st, the Gia Lai Provincial People's Committee issued a directive to the Department of Education and Training and the Chu Prong District People's Committee to verify the allegations that Phan Boi Chau Primary and Secondary School (Chu Prong District) required teachers to "voluntarily" write resignation letters and delayed the payment of teacher benefits.
Previously, many teachers working at Phan Boi Chau Primary and Secondary School complained that the school asked them to "voluntarily" submit resignation letters because they had not met the required professional training standards.
Many teachers at Phan Boi Chau Primary and Secondary School are upset because they were asked to "voluntarily" submit resignation letters.
These are all teachers with decades of experience in the education sector. Therefore, when asked, many teachers were very worried and confused.
Mr. Siu Bir, a graduate of a vocational teacher training program, was hired as a contract teacher in 1995 and was officially recruited into the civil service in 2008. When asked to "voluntarily" write a resignation letter, he was very worried about not having enough money to support his family and three children's education. Furthermore, requiring teachers to "voluntarily" write resignation letters is inappropriate.
Teachers also complained that the school had not fully paid them for teaching overtime hours as stipulated, and that there were many irregularities. "My overtime pay is over 5 million VND. However, I've only received 600,000 VND, and the school hasn't paid the rest for no clear reason," teacher KN said angrily.
Mr. Phan Van Thang, Principal of Phan Boi Chau Primary and Secondary School, said that for teachers who do not meet the professional standards, the school assigns the heads of the subject groups to discuss and guide teachers in completing the relevant procedures according to regulations. He himself does not pressure or force teachers to voluntarily submit resignation letters.
Many teachers say they have not received their full allowances.
Regarding the incomplete payment of overtime pay to teachers, Mr. Thang stated that the amount of overtime pay for teachers in the first semester was approximately 180 million VND, and for the entire school year it was 360 million VND. The school has already paid a portion and will review the situation and pay the remaining amount to the teachers.
According to Mr. Thang, the reason for the delayed payment is due to other school expenses of approximately 600 million VND. If the entire amount of overtime pay for teachers is used up, the school will not have the funds for operational expenses, facility repairs, or purchasing teaching equipment.
The People's Committee of Gia Lai province has demanded strict handling of the matter.
The Gia Lai Provincial People's Committee has requested the Chu Prong District People's Committee to urgently direct relevant departments and agencies to clarify the delay in paying teacher allowances. They are also to hold accountable any collective or individual violations (if any).
In addition, the Gia Lai Department of Education and Training is requested to report specifically on the implementation of the plan to raise the qualification standards of preschool, primary, and secondary school teachers in phase 1 (2021-2025) in Chu Prong district, specifically at Phan Boi Chau Primary and Secondary School. This report should clearly state the funding sources for implementation.
The Provincial People's Committee also requested the Department of Education and Training to direct the entire sector to strictly adhere to school revenue and expenditure regulations; fully and promptly implement all policies and regulations for teachers in accordance with the law and current guiding documents; hold the heads of educational institutions accountable, absolutely preventing any instances of excessive fees or delayed payment of benefits... and impose specific sanctions on each collective and individual if violations occur.
