The province currently has 39 associations and branches directly under the provincial association; 78/78 commune, ward, and special zone associations for promoting learning; and 6,901 branches and committees for promoting learning with a total of 509,901 members, accounting for 28% of the total population. Associations for promoting learning at all levels have actively mobilized the entire population to implement scientific and technological tasks and build a learning society; the scientific and technological emulation movements have created material and spiritual motivation to encourage students at all levels and in all fields of study to study diligently, and to encourage workers, officials, and employees to participate in the lifelong learning movement.
The various levels of the association consistently prioritize and actively disseminate and effectively implement the Party's guidelines and policies, and the State's laws and regulations on science and technology work and building a learning society to members, families, clans, communities, agencies, units, armed forces, and businesses throughout the province.
Focusing on innovating the content and methods of propaganda with diverse forms and genres, including coordinating with the provincial newspaper and radio/television to publish articles and broadcast reports and special features on a monthly and quarterly basis; publishing the Provincial Association for the Promotion of Learning Newsletter every four quarters/year; and distributing free leaflets providing basic information about the movement and activities of the Association to all organizations, contributing to raising awareness among officials, members, and the people about science and technology and building a learning society, and promoting lifelong learning. The movement for the promotion of learning has truly spread to everyone, every household, every clan, community, and unit, agency, and enterprise in the province.

In addition, the Associations for the Promotion of Learning at all levels have done a good job of strengthening connections and mobilizing resources to help poor students overcome difficulties and excel in their studies. In 2025, the Provincial Fund for the Promotion of Learning mobilized more than 150 billion VND, awarded scholarships and honored talented students with more than 240,000 scholarships totaling over 120 billion VND, making a significant contribution to learning, lifelong learning, and building a learning society.
The models of "Learning Family," "Learning Clan," "Learning Community," "Learning Unit," and "Learning Citizen" are increasingly being replicated and effectively promoted, contributing to a transformation in the lifelong learning movement throughout the province. To date, the province has 337,409 learning families (accounting for 80% of all families in the province); 2,995 learning clans (accounting for 65% of all clans in the province); 1,268 learning units (accounting for 92% of all units under commune-level management); and 351,426 learning citizens. The campaign to build these learning models has become a widespread mass movement, linked to the "National Unity for Building a Culturally Rich Life" and "Building New Rural Areas and Civilized Urban Areas" movements.
Ms. Duong Thi Hai Yen, Vice President of the Provincial Association for the Promotion of Learning, stated: The Associations for the Promotion of Learning in the province have been strengthened and operate effectively, playing a core role in linking and coordinating with social organizations and forces to participate in scientific and technological activities and build a learning society. The work of building and mobilizing the Scholarship Fund at all levels has been maintained and developed, with the average amount increasing year after year, contributing to the socialization of the fund's establishment and development.
With the results achieved, it can be seen that science and technology has become a widespread mass movement, contributing to spreading the spirit of science and technology to agencies and units, and encouraging all citizens to join hands in sowing the seeds of knowledge and building the future.
