Paperwork is no longer a worry
On July 3, at the Chau Tien Commune Public Administration Service Center, Nghe An Province, the working atmosphere was bustling and bustling from early morning. People came from all over the villages to do administrative procedures from birth registration, land confirmation, business registration to certifying documents for labor export... Everyone was excited, because for the first time many people had access to such a close and convenient administrative apparatus.

Mr. Sam Van Phan, a Thai ethnic, residing in Chau Tien commune, took advantage of his day off from work in Ha Tinh to return home to get his child’s birth certificate. “I arrived at 10am, quite late, so I thought I would have to wait a long time like usual. Unexpectedly, it only took a few dozen minutes to complete. All the documents were checked and carefully guided by the staff. If anything was incorrect or incomplete, they immediately guided me to fix it. I was very happy,” Mr. Phan shared.

Ms. Luong Thi Le Na, also from Chau Tien commune, went to complete the procedures to confirm her marital status to complete the application for labor export. After completing the paperwork in less than an hour, she excitedly said: “Before going, I was very worried, because I rarely do paperwork, I was afraid of making mistakes and having to go back and forth many times. Who would have thought that when I came here, the officers were both enthusiastic and did the work quickly, so people no longer felt as hesitant as before”. It is known that Ms. Na's house is in the old Chau Binh commune, about 10 km from Chau Tien commune headquarters, however, the paperwork was processed quickly so she was able to return home in time.
Chau Tien commune was merged from 4 old communes: Chau Tien, Chau Thang, Chau Binh and Chau Thuan. With more than 18,000 people, of which 90% are ethnic minorities, mainly Thai people, the need to access public administrative services is very large.

Mr. Nguyen Tien Hung - Chairman of Chau Tien Commune People's Committee said: "Right from the time of merger, we determined that the new model would lead to an increase in workload, but the staff did not hesitate. Choosing to locate the central headquarters in Chau Tien Commune is the most convenient location, within a radius of 8 - 10km for the old communes, making it convenient for people to come and do procedures. Before operating the 2-level government, the locality coordinated with VNPT Quy Chau to upgrade the internet connection and arrange suitable specialized staff to receive and process documents for the people."
It is known that in the first 3 days of operating the two-level government, the commune center received dozens of people coming to do procedures every day. Many people, especially the elderly, completed administrative documents for the first time by themselves without having to ask their children to accompany them.

Tri Le Commune is a border area of Nghe An Province. The first days of implementing the two-level government model took place in a bustling atmosphere. According to records, the Commune Public Administration Service Center was invested in quite synchronously, fully equipped with computers, printers, scanners, automatic numbering systems and detailed instruction boards, helping people easily access and carry out procedures.
After being merged from two old communes, Tri Le and Nam Nhoong, Tri Le commune now has more than 14,000 people, of which over 90% are ethnic minorities such as Mong, Thai, Kho Mu, groups of people who previously faced some obstacles in accessing public services, however, people are now confident in completing administrative procedures and records.

On July 3, Ms. Luong Thi Huyen (born in 1969), residing in Na Lanh village, brought her grandson to the commune People's Committee headquarters to complete and authenticate documents for the upcoming job application at a company. After being enthusiastically guided by the commune officials, she excitedly said: "I am not good at reading and writing, when I came here, the uncles and aunts showed me step by step, helped me write the application, checked the documents, and it was all done in less than 1 hour. Now I am not afraid of doing paperwork anymore!"

Mr. Va Ba Mai, a resident of Muong Long village, rode his motorbike nearly 26km to the commune People's Committee headquarters to certify documents and also enthusiastically shared. "It's a long way but getting documents done now is so much fun. Before, I had to go to the district, from morning to night, jostling in line. Now, I can get it done right away at the commune, the officials are very welcoming, and answer any questions clearly."
Overcoming language barriers

Mr. Nguyen Tien Hung - Chairman of Chau Tien Commune People's Committee added: "A special feature of the highlands is the living and production habits of the people. Early in the morning, from 6 to 10 am, people usually go to work in the fields, and only return to the commune at 10 am to complete procedures. Sometimes in the morning there are few people, but at noon there is a congestion, causing the workload outside of office hours to increase. However, the commune still assigns staff to receive and process people's documents outside of working hours, so that people do not return empty-handed."
In Tri Le commune, to overcome the language barrier after the commune merger, the locality established a rapid response team of 12 members, including local officials who understand Mong, Thai, and Kho Mu languages, making it easy to communicate and understand the needs of people when they come to do procedures.

Mr. Lu Thanh Long - Vice Chairman of the People's Committee, Director of the Tri Le Commune Public Administration Center said: "Due to the limited level of education of the highland people, there were some difficulties in the early days of implementing the two-level government. When people came to the commune, they did not bring their citizen identification cards, some did not bring their phones or had not yet registered electronically on the VNeID application. Some people wrote the wrong application form or submitted procedures after hours... But local officials were always on hand to help wholeheartedly, without hesitation."

It can be seen that the implementation of two-level government in the whole country in general and in the mountainous communes of Nghe An in particular has initially brought about effectiveness. Files are received and processed on the spot, people save time, travel costs, and especially no longer feel "hesitant" when accessing administrative procedures. Although there are still certain difficulties in terms of facilities, human resources, technological infrastructure or living habits, with the initiative and flexibility of the government and the active cooperation of the people, this model is creating substantial changes, initiating a period of public administration closer to the people, for the people in the mountainous areas of Nghe An.
