The role of youth in promoting the implementation of the Sustainable Development Goals through digital transformation and innovation.

Young Parliamentarians Forum: An official and permanent mechanism within the Inter- Parliamentary Union (IPU) to contribute to increasing the quantity and quality of youth participation in parliaments and in the IPU. The IPU has established an annual Global Conference mechanism to contribute to enhancing the role of young parliamentarians and youth participation in parliamentary activities and making recommendations from the youth perspective on IPU activities and agenda contents; Building networks, solidarity and capacity building, expanding youth approaches to issues of common concern. The goal of empowering youth, expanding youth participation in democratic processes and participating in solving current global issues continues to be promoted by the IPU. Accordingly, the 9th Global Conference of Young Parliamentarians will be hosted by the National Assembly of Vietnam in Hanoi in September 2023.

BACKGROUND

The 9th Global Young Parliamentarians' Conference took place in the context of strong changes in the world and regional situation in terms of politics , economy and society. Political, economic and social instability has pushed back the achievements in fighting poverty in the world, delaying the implementation of commitments on sustainable development goals, environment and climate change response of countries. The trend of digital transformation, green transformation and supply chain shift is increasingly being prioritized and promoted by countries.

The 9th Global Conference of Young Parliamentarians affirms Vietnam's attention and concern for youth and global issues of youth.

This is the first time the Vietnamese National Assembly has hosted the Global Young Parliamentarians' Conference, the largest multilateral foreign affairs event in 2023 hosted by Vietnam, demonstrating the deep concern of the Party, State, and National Assembly for Vietnamese youth and young people, contributing to strengthening cooperative relations between Vietnam and important partners; promoting to international friends the image of Vietnamese youth and the dynamic and creative Vietnamese youth movement. Hosting this Young Parliamentarians' Conference continues to affirm Vietnam's active, responsible, and proactive participation in the IPU.

Vietnam National Assembly - Proactive, active, responsible, ready for the Conference

The Vietnamese National Assembly has established the Organizing Committee of the Global Young Parliamentarians' Conference, headed by Permanent Vice President of the National Assembly Tran Thanh Man. The Organizing Committee has established the following sub-committees: Content Sub-committee; Reception - Logistics - Security - Health Sub-committee; Information and Propaganda Sub-committee and the National Secretariat.

With the motto "Friendly, Respectful, Thoughtful, Safe, Economical and Effective"

Up to now, the Conference Organizing Committee has approved the Overall Project on the preparation and organization of the Conference; the Subcommittees and the National Secretariat have developed detailed Projects, specific implementation plans, and synchronously carried out the preparation and organization of the Conference.

In recent times, the Vietnamese National Assembly has actively participated in activities within the framework of the Inter-Parliamentary Union (IPU), including the Global Young Parliamentarians' Conferences. The Vietnamese delegation has proactively and actively participated, sharing information, experiences, guidelines and policies of Vietnam related to the issues discussed at the Conference; at the same time, making specific proposals to enhance the role of young parliamentarians in solving global issues. At this conference, Vietnam determined to proactively and actively participate and make substantial contributions to the content of the Conference, ensuring the harmony of Vietnam's interests with the common interests of the region and the world, demonstrating the position and role of the host country's National Assembly; exchanging bilateral and multilateral cooperation contents between young Vietnamese National Assembly deputies, Vietnamese youth with young parliamentarians and youth of other countries.
