Help poor students "weave" their dreams of knowledge

(Baohatinh.vn) - Policy capital has helped thousands of poor students in Ha Tinh reach their dream of knowledge, confidently enter university, affirm their bravery, intelligence and change their future.

In an old, level-four house with no valuable assets, Ms. Le Thi Dong (51 years old, Kim Hoa commune) - a mother of 3 children studying at university - is always happy and proud.

How can she not be proud that her children are all well-behaved, good students, and have been admitted to prestigious universities with high scores? This hard-working mother is always grateful to the Party, the State, and the valuable capital from the Social Policy Bank (CSXH) from the student credit program (HSSV) that has helped her children not to have to abandon their dream of studying.

Mrs. Dong confided: “My husband and I work hard all year round, doing whatever we are hired to do, but life is still difficult. The day my daughter Nguyen Phan Thi Linh (born in 2003) received a notice from the Banking Academy, I cried every night because I could not afford to send her to school. I felt sorry for her parents, she went to the South to work as a factory worker. My daughter loved to study, studied well but could not continue her studies, I felt like my heart was broken into pieces. The worry that my daughter would have to leave school unfinished was always in my mind. Then, we decided to borrow policy capital so that she could return to school. She stopped working as a factory worker, and the following year she continued to pass the entrance exam to the University of Economics and Industrial Technology. Without the Social Policy Bank, her studies would have been very difficult.”

Ms. Dong continued: “Following her sister, the two younger siblings entered the university with a solid foundation from the Bank for Social Policies. Our parents were poor and borrowed more than 200 million VND for their children to study at university. We knew it would be too much, but we still “bite the bullet” to let our children pursue their dreams. After they graduate, have a job, and the debt will be paid off - thinking like that, all worries disappear. The best thing for parents like us is for our children to grow up, have knowledge, and have a bright future.”

Mrs. Le Thi Dong's family is one of many households in difficult circumstances who boldly borrowed student loans at the Transaction Office of the Social Policy Bank of Huong Son.

Ms. Dao Thi Thai Binh - Director of the Transaction Office of the Social Policy Bank of Huong Son said: “The student loan program according to Decision No. 157/2007/QD-TTg and Decision No. 05/2022/QD-TTg of the Prime Minister is a deeply humane credit program, demonstrating the Party and State's concern for the young generation; creating resources and a fulcrum for poor students to build their dreams of knowledge. Many poor households in Huong Son district (old) have accessed loans, determined not to let their children drop out of school. There are families who have borrowed hundreds of millions of VND to raise 4-5 children to go to university. As of July 31, 2025, the total outstanding debt of the student loan program at the unit is nearly 47 billion VND, with 839 customers still in debt”.

Despite difficult circumstances, having three children attend university is a boundless happiness for Mr. Hoang Kim Hoai.

At the Cam Xuyen Social Policy Bank Transaction Office, outstanding student program debt has also increased over the years.

The family of Mr. Hoang Kim Hoai (55 years old, Thien Cam commune) is famous for their 3 excellent students and the neighbors admire him even more when he and his wife boldly borrowed hundreds of millions of dong to send their children to school. Their three children study at Ho Chi Minh City University of Information Technology, Military Medical Academy and National Economics University.

Mr. Hoai was moved: “My wife and I always keep in mind that parents who eat eggplants and melons will not let their children drop out of school. We are proud that our children study well and know how to appreciate every penny of capital borrowed from the Bank for Social Policies. This summer, our eldest son, Hoang Kim Cuong (born in 2000), graduated from Ho Chi Minh City University of Information Technology with high scores. That is the first sweet fruit of the season and we hope that he will apply the knowledge he has learned to his work and build a bright future.”

Mr. Hoang Kim Hoai's third child is currently a second-year student at the National Economics University.

Mr. Nguyen Van Duc - Director of Cam Xuyen Social Policy Bank Transaction Office informed: "The total outstanding debt of the unit's student loan program currently reaches more than 22.4 billion VND, with 381 students currently benefiting.

Over the years, the capital has been effective, helping poor students realize their dreams, many students graduate, find good jobs, and repay debts according to regulations. That is the happiness not only of the students' families but also of us - the staff of the Social Policy Bank with the "mission" of bringing humane capital to difficult circumstances, lighting up the lives of poor students in Ha Tinh".

Mr. Phan Ngoc Vu - Deputy Head of Planning and Credit Operations Department, Ha Tinh Provincial Social Policy Bank said: The total outstanding debt of the student loan program of Ha Tinh Provincial Social Policy Bank currently reaches over 733.6 billion VND with 1,913 students benefiting.

On the eve of the new school year 2025 - 2026, the Bank for Social Policies is coordinating to strengthen policy communication so that people can grasp and access it; coordinating to grasp the grassroots, reviewing high school graduates who have just graduated and have the need to study at university, college, vocational training to access loans, contributing to improving the quality of people's knowledge and promoting social development.
