
On May 20th, the Ha Tinh Newspaper and Radio & Television published an article titled "Rao An Stream and the Challenge of Finding a Sustainable Tourism Development Direction," reflecting the reality of spontaneous tourism activities in the Rao An stream area (Son Kim 1 commune), where many households have invested in stalls and businesses providing food, drinks, and entertainment services to tourists, even though the area has not yet been licensed for tourism development. The article also acknowledges the desire of the people and businesses for the early issuance of specific mechanisms and guidelines from relevant authorities to gradually improve the necessary conditions, aiming for systematic and regulated tourism activities.
Following the feedback, on June 2nd, the Department of Agriculture and Environment of Ha Tinh Province issued document No. 4150/SNNMT-QLĐĐ guiding the People's Committee of Son Kim 1 commune to implement regulations on land and water resources related to tourism activities in the Rao An stream area, in order to ensure sustainable tourism development in accordance with the law.



Accordingly, regarding land matters, the Department of Agriculture and Environment requested the People's Committee of Son Kim 1 commune to inspect and review the origin of land areas currently used by households and individuals for food and beverage services and experiential activities at Rao An stream; and to review relevant land and water resource documents and procedures to guide implementation according to regulations.
For cases where land is being used within the land fund managed by the commune People's Committee, the locality needs to compile and assess the current situation to prepare and approve a comprehensive plan for land management and use; build a list of land plots for lease with a term of no more than 5 years for appropriate purposes, including land plots currently used for commercial and tourism services.
The People's Committee of Son Kim 1 commune is also required to publicly announce the land lease needs of organizations, individuals, and households currently using land for tourism purposes; to fully implement the procedures for land leasing under the authority of the Chairman of the People's Committee of the commune, ensuring transparency and compliance with regulations.
For households and individuals using land that originated from state allocation, lease, or recognition of land use rights, or who are using the land stably and meet the conditions for obtaining a land use right certificate, the Commune People's Committee will review and guide them in developing a multi-purpose land use plan for commercial and tourism service development. The appraisal and approval of the plan will be carried out according to current regulations; the authority to approve rests with the Chairman of the Commune People's Committee.


Regarding water resources, the Department of Agriculture and Environment requests the People's Committee of the commune to guide organizations, households, and individuals in carrying out procedures for registering the use of surface water for tourist areas and sites that utilize or exploit surface water from rivers, streams, and reservoirs for aquaculture, business, and services with a usage area exceeding 100 m².
In addition, the People's Committee of Son Kim 1 commune needs to strengthen the management of land use for tourism purposes, ensuring compliance with regulations on environmental protection, fire prevention and control, safety during exploitation and use, and other relevant legal regulations.
The Department of Agriculture and Environment requests the People's Committee of Son Kim 1 commune to study and implement the above-mentioned contents in order to both effectively exploit the tourism potential of Rao An stream and ensure state management of land and water resources in the area.
The timely guidance from specialized agencies is considered an important basis for localities to gradually resolve difficulties in management at the Rao An stream area, aiming to develop a suitable tourism exploitation and development plan, ensuring harmony between maximizing potential and complying with legal regulations.
