The emergency relocation project for flood-prone, landslide-affected areas in hamlets 4, 7, 8, 9, 10, and 12 of Ya Tờ Mốt commune, former Ea Súp district (now hamlets 4, 10, and 12 of Ea Bung commune) is currently facing many difficulties due to slow land clearance and a shortage of fill soil.

The investor and local authorities are working hard to overcome difficulties and are determined to bring the project to completion by the end of 2025.

The emergency relocation project for flood-prone, landslide-affected residential areas in Ea Bung commune, implemented in 2021, aims to stabilize the lives of nearly 500 households in low-lying areas frequently flooded by storms and to provide housing for 20 severely affected households requiring relocation. The project is managed by the Provincial Project Management Board for Investment in Construction of Transportation and Rural Development Projects (Board A), with various components including transportation infrastructure, technical infrastructure, flood mitigation, and storm shelters within the project area. The total investment for the project is over 103.8 billion VND.

According to Project Management Board A, to date, the project has completed, handed over, and put into use 9.5 km of roads; a community cultural center, Tran Quoc Toan Primary School, and the Kindergarten in Village 9. The remaining items have not yet been implemented due to many obstacles, mainly related to land clearance and a lack of fill soil.

The bridge itself has been completed, but the approach roads at both ends have not been constructed due to a shortage of fill material, leaving the project unfinished.

Specifically, the Dak Pet culvert project has completed the culvert body, wing walls, and downstream channel; the concrete road surface has reached approximately 80% completion. The bridges in Hamlet 1 and Hamlet 4 have been completed; however, the approach roads at both ends of the bridges are temporarily suspended due to land acquisition issues and the lack of embankment soil. This is also the reason why both resettlement areas 01 and 02 have not yet been able to commence construction. Furthermore, for the electricity project, the contractor has completed the medium-voltage power line and two substations, reaching approximately 55% of the work volume, with the remaining work still facing land acquisition issues. The cumulative construction value of the entire project to date is 56 billion VND, reaching 64.17% of the contract. The disbursed value is 57.35 billion VND, reaching 65.72% of the contract.

According to the People's Committee of Ea Bung commune, the Ea Bung resettlement project currently has two key components: the bridge in Hamlet 1 and the bridge in Hamlet 4, along with the access roads on both sides of the bridges, which remain unfinished. Meanwhile, the two old bridges are severely dilapidated; their structures are damaged, the bridge surfaces are peeling, and the railings are broken and collapsing, posing a significant traffic safety risk. These two bridges are located on a vital road in the commune, with a high volume of traffic, especially students and vehicles transporting goods and agricultural products.

According to Nguyen Van Phu, Vice Chairman of the Ea Bung Commune People's Committee: "To ensure traffic safety for the people, the Ea Bung Commune People's Committee has proactively repaired and temporarily fixed the damaged iron bridge to facilitate people's travel. However, this is only a temporary solution and cannot be a long-term one. Therefore, the Ea Bung Commune People's Committee has requested the Project Management Board to prioritize the completion of this project to ensure safe travel for the people."

Mr. Nguyen Dinh Thin, Deputy Director of Project Management Board A, shared: Project Management Board A has directed the contractor and construction units to utilize available fill materials to accelerate the progress of the bridge in Hamlet 1, the bridge in Hamlet 4, and the access road; determined to complete these items soon to ensure safe and convenient travel for people. Regarding the remaining items, Project Management Board A also requested the People's Committee of Ea Bung commune to expedite the process of verifying land ownership and issuing specific land prices; coordinate with the Quang Phu Regional Land Fund Development Center Branch to prepare, publicize, and submit for appraisal the compensation and support plan for land clearance; actively encourage households to hand over the land early so that the construction unit can accelerate progress on the remaining items; determined to complete the project in 2025 to contribute to promoting socio-economic development in Ea Bung commune.
