Resolving difficulties in the resettlement project in Ea Bung

The emergency evacuation project for flash floods, landslides and landslides in residential areas of hamlets 4, 7, 8, 9, 10 and 12, Ya To Mot commune, old Ea Sup district (now hamlets 4, 10 and 12, Ea Bung commune) is currently facing many difficulties due to slow site clearance and lack of soil for filling.

The investor and local authorities are making efforts to resolve difficulties, determined to bring the project to the "finish line" by the end of 2025.

The emergency evacuation project for flash floods, landslides and residential areas in Ea Bung commune was implemented in 2021 to stabilize the lives of nearly 500 households in low-lying areas, often flooded by storms and rains, and to arrange housing for 20 households that are seriously affected and need to be relocated to new places. The project is invested by the Provincial Management Board of Investment Projects for Construction of Traffic Works and Rural Development Agriculture (Board A), with many items such as: traffic works, technical infrastructure works, flood reduction works, storm and flood shelters in the project area... The total investment of the project is over 103.8 billion VND.

According to Board A, to date, the project has completed, handed over and put into use 9.5 km of roads; community cultural house, Tran Quoc Toan Primary School, Kindergarten Village 9. The remaining items have not been implemented due to many problems, mainly related to site clearance (GPMB) and lack of land for filling.

The bridge project has been completed but the approach roads at both ends of the bridge have not been constructed due to lack of soil, leaving the project unfinished.

Specifically, the Dak Pet culvert project has completed the culvert body, wing walls and downstream channel; concrete road surface, reaching about 80% of the volume. The village 1 bridge project and village 4 bridge project have completed the bridge part; the remaining access roads to the two ends of the bridge are temporarily suspended due to land clearance problems and lack of fill soil. This is also the reason why both resettlement areas 01 and 02 have not been able to start construction. In addition, for the electricity project, the unit has completed the medium voltage line and 2 transformer stations, reaching about 55% of the volume of work, the remaining part is still stuck with land clearance. The total construction value of the whole project to date is 56 billion VND, reaching 64.17% of the contract. The disbursed value is 57.35 billion VND, reaching 65.72% of the contract.

According to the People's Committee of Ea Bung Commune, the Ea Bung Commune Migration Project currently has two key items, the village 1 bridge and the village 4 bridge, along with the access roads on both sides of the bridge, which have not yet been completed. Meanwhile, the two old bridges have seriously degraded; the structure is damaged, the bridge surface is peeling, the railings are broken, posing a potential risk to traffic safety. These two bridges are located on the main road of the commune, with a very high traffic volume, especially students and vehicles transporting goods and agricultural products.

Vice Chairman of Ea Bung Commune People's Committee Nguyen Van Phu said: "To ensure traffic safety for the people, Ea Bung Commune People's Committee has proactively repaired and temporarily fixed the damaged iron bridge for people to travel. However, this is only a temporary solution and cannot meet the long-term needs. Therefore, Ea Bung Commune People's Committee has proposed that Board A prioritize the completion of this project to ensure safe travel for the people."

Mr. Nguyen Dinh Thin, Deputy Director of Board A, shared: Board A has directed contractors and construction units to utilize the sources of fill soil to speed up the progress of the items of village 1 bridge, village 4 bridge and access road; determined to soon complete these items for safe and convenient travel. For the remaining items, Board A also requested the People's Committee of Ea Bung commune to accelerate the implementation of land origin confirmation and promulgation of specific land prices; coordinate with the Branch of the Quang Phu Regional Land Fund Development Center to deploy the work of establishing, publicizing, and submitting for appraisal the compensation plan to support land acquisition and clearance; actively mobilize households to hand over the site as soon as possible so that the construction unit can speed up the progress of the remaining items; determined to complete the project in 2025 to contribute to promoting the socio-economic development of Ea Bung commune.
