Prioritize investment in essential infrastructure in mountainous regions.
During these meetings, voters were informed about the outstanding results of the First Session of the 16th National Assembly. Accordingly, the National Assembly passed 9 laws and 5 normative resolutions aimed at removing difficulties and promoting socio-economic development; and decided on many important issues for the period 2026-2030.

Voters were also informed about several policies directly related to people's lives, such as the amended Law on Civil Registration, the amended Law on Legal Aid, and the Law on Access to Information; tax exemption and reduction policies to support people and businesses; and policies for ethnic minority and mountainous regions.
During these meetings, voters raised many difficulties and obstacles arising from the realities of life in the highlands, focusing on transportation infrastructure, irrigation, and public works serving production and daily life.

In Mon Son commune, 14 voters spoke, requesting attention to investing in embankment projects to prevent landslides in vulnerable areas; surveying and constructing a pedestrian suspension bridge across the Giang River connecting Bac Son and Nam Son; upgrading roads leading to the core area of Pu Mat National Park and inter-village transportation systems to serve the needs of travel, economic development, and community tourism .
Local voters also requested prompt repairs to irrigation works damaged by floods; continued completion of projects at the Vi Văn Khang Memorial Site; waste disposal at the overflow bridge area; and investment in roads and bridges to serve production and daily life.

In Chieu Luu commune, 15 voters representing various villages submitted petitions requesting investment in the construction of bridges for local communities across Khe Pon, Khe Sam, and Khe Tieu streams; upgrading inter-village roads and roads leading to production areas; constructing embankments to prevent landslides along the Nam Mo river; expediting the implementation of the Pieng Xet resettlement area; and ensuring safety in the operation of the Khe Nhan hydropower plant.
Many opinions also suggested paying attention to investing in domestic water supply systems, electricity grids, telecommunication broadcasting stations, and solar-powered streetlights; repairing irrigation works serving production; and assigning officials to receive applications directly in the former Bao Thang commune to facilitate people's travel and administrative transactions.

Meanwhile, in Nga My commune, voters reported serious deterioration of many roads, such as the route from Xop Kho village to Na Kho and Na Ngan; the route from Cha Hia village to Cam village in Cam Phuc commune; and some sections of National Highway 48C, significantly affecting the travel and trade of the people.
Voters also requested the early restoration of the pedestrian bridge leading to the production area in Van Mon village, which was swept away by floods in 2025; investment in a centralized clean water project, upgrading telecommunications infrastructure, and adding a fishbone-shaped power pole in Cha Hia village; construction of a multi-level boarding school for ethnic minority communities; upgrading school facilities, improving the quality of primary healthcare, and effectively implementing the plan to merge commune health stations.

Removing obstacles related to land, policies, and grassroots infrastructure.
Besides infrastructure challenges, many voters also expressed concerns about issues related to land, forestry, social welfare, and the operation of local government after the restructuring of the administrative apparatus.
In Mon Son commune, voters requested the removal of obstacles in land and forest allocation; the expansion of residential land; and the acceleration of the issuance of land use right certificates to the people, including 16 Dan Lai households living in the core area of Pu Mat National Park. Voters also requested the early issuance of guidelines for establishing specialized associations at the commune level and the updating of Dan Lai ethnic information in the population database.

In Chieu Luu commune, voters requested the early completion of the demarcation of forest land boundaries handed over to the commune for management; financial support and equipment for forest protection and fire prevention; correction of errors on land use right certificates; and the construction of centralized waste disposal sites to protect the rural environment.
In Nga My commune, voters in villages located in the core and buffer zones of the Pu Huong Nature Reserve have requested consideration of adjusting the area of agricultural land, transportation infrastructure, and electricity lines for residential use outside the reserve's boundaries, creating favorable conditions for infrastructure repair, stabilizing livelihoods, and developing production.

Regarding the operation of the local government apparatus, many opinions reflect the difficulties arising in the operation of the two-tiered local government model. According to voters' feedback, the online public service system is still inadequate, putting pressure on local officials. Voters proposed increasing the staffing at the commune level; maintaining allowances for officials of mass organizations and part-time workers; implementing appropriate policies for semi-professional staff after mergers; and considering decentralizing personnel verification to the commune level.
Voters also proposed continued support for building and repairing houses for poor and near-poor households; early disbursement of funds to eliminate temporary and dilapidated houses; expedited disbursement of funds to support the destruction of pigs due to African swine fever; addressing the delay in paying social welfare allowances; paying attention to the regime and policies for demobilized soldiers; and providing suitable plant and animal breeds to develop the economy and reduce poverty sustainably.

After listening to voters' opinions, representatives from the People's Committees of the communes and relevant departments and agencies directly discussed and explained many issues within their jurisdiction regarding transportation infrastructure, pedestrian bridges, irrigation, clean water, electricity supply, telecommunications, resettlement, demarcation of forest land and production land boundaries, issuance of land use right certificates, waste treatment, support for losses due to African swine fever, remuneration for grassroots officials, and the arrangement of associations after mergers.
Representatives from various departments and agencies stated that the province's investment resources are limited and requested that localities review and prioritize projects; initially, focusing on urgent projects to consolidate and propose the allocation of funds from national target programs and other appropriate resources.

Speaking at the meetings, Commissioner of the Committee on Law and Justice Hoang Minh Hieu and Director of the Department of Justice Hoang Thi Thu Trang acknowledged and highly appreciated the frank, heartfelt, and practical opinions of voters in the localities.
Delegates suggested that local authorities proactively review and categorize proposals by sector; clearly identify projects that the locality can independently implement, projects that require provincial support, and projects that can mobilize social resources. At the same time, they urged continued simplification of procedures and shortening of administrative processing times; and timely attention to resolving social welfare issues for the people.

The delegates also requested that authorities promptly resolve obstacles in issuing land use rights certificates to the Dan Lai ethnic minority; complete the demarcation of forest land; address the issue of poor telecommunications coverage; effectively integrate national target programs; develop grassroots healthcare; and research policies to support people in developing medicinal plants under the forest canopy to create sustainable livelihoods for ethnic minorities in mountainous areas.
On behalf of the Nghe An Provincial Delegation of National Assembly Deputies, the delegates affirmed that they would fully compile all legitimate opinions and recommendations of voters to forward to the National Assembly, the Government, central ministries and agencies, and competent authorities for consideration and resolution in accordance with regulations.
