Removing the "ideological knot" in land clearance.

According to the Head of the Mass Mobilization Department of the Muong Ang District Party Committee, skillfully resolving ideological misunderstandings is extremely important. By doing so, the spirit of national unity will be strengthened and become more enduring. “Currently, the district is continuing to implement many key projects, some of which are still facing difficulties in land compensation and clearance, specifically regarding policies and compensation rates. A typical example is the Bung Lao Central Market project, which involves the acquisition of over 6,600 square meters of land from 26 households, individuals, and one organization. To date, 20 out of 26 households have received compensation and handed over the land. Six households along National Highway 279 have not yet agreed to the approved compensation rates and are requesting compensation based on current land prices in the commune. The district and commune Party committees and authorities are actively working to educate and persuade the people to understand and hand over the land to the construction unit as soon as possible,” said Mr. Bui Ngoc Quang.

Not only Muong Ang district, but in recent years, Dien Bien Phu city has been the focus of implementing many key projects (60m Road Project, Framework Technical Infrastructure Project, Dien Bien Airport Construction and Expansion Project; resettlement sites under the Dien Bien Airport Construction and Expansion Project; resettlement sites under the 60m Road Project, Northern Mountainous Urban Development Program Project, Dien Bien Phu City...). To overcome difficulties and ensure the progress of key projects, the city's Party committee and government regularly coordinate with relevant agencies to resolve obstacles so that projects are completed on schedule.

Mr. Dang Viet Hung, Deputy Head of the Propaganda Department of Dien Bien Phu City Party Committee, said: "The biggest difficulty in land clearance is the people's mindset. Therefore, to solve this problem, in the past, the Department has advised the Standing Committee and the Executive Committee of the City Party Committee to strengthen guidance, direction, and propaganda on the Party's policies, the State's laws and regulations; and the policies and decisions of central ministries and agencies, the province and the city in the process of implementing projects. We have established propaganda teams for key projects in the area (including projects currently underway and those approved and preparing for implementation). We have strengthened monitoring of public opinion in the areas where projects are being implemented. For large and complex projects, we have promptly coordinated and directed information and propaganda accordingly."

In practice, land clearance has been consistently and diligently implemented by Party committees and authorities at all levels, employing flexible and practical approaches tailored to each locality. As a result, in just the last few years, Party committees and authorities at all levels have successfully persuaded 1,305 out of 1,305 households, totaling 169.85 hectares, to clear land for the Dien Bien Airport expansion project; resolved land acquisition issues for the 60m road; and completed the framework infrastructure project. In many localities, people have voluntarily donated significant land for public works such as community centers, schools, new rural roads, and concrete village roads, without demanding compensation or support from the State. These are the results of the tireless efforts, determination, and unwavering commitment of the entire political system.
