Untangling the land planning bottleneck for Nam Can Tho University.

In the context of increasing demand for high-quality human resource training and healthcare, especially given the trend of an aging population, Can Tho city is supporting key units to expand their development scale, linking education with health and social welfare.

At a working session on the afternoon of January 5th between the leaders of the Can Tho City People's Committee and Nam Can Tho University, along with relevant departments and agencies, many important issues were discussed and clarified to resolve difficulties and obstacles related to planning, land, and investment procedures. This aims to create favorable conditions for the university to develop in line with its potential, as well as contribute to the overall development of the central city of the Mekong Delta region.

Dr. Nguyen Tien Dung, Chairman of the Board of Directors of Nam Can Tho University, informed: During its development and orientation towards becoming Nam Can Tho University by 2032, the university is facing difficulties in expanding its land area. Currently, the training scale of Nam Can Tho University is much larger than initially projected when the establishment plan was drawn up (the current number of students and trainees is 23,000 compared to the initial projected scale of only 6,000 students).

At the same time, according to Circular 01/2024/TT-BGDĐT dated February 5, 2024, of the Ministry of Education and Training on the promulgation of standards for higher education institutions, it is required that "From 2030, the average land area (with a coefficient based on campus location) per full-time student, converted according to the level and field of training, shall not be less than 25 m2."

Therefore, the university hopes that the city leadership will support the removal of three "bottlenecks," namely: expanding the land area at the current headquarters at 168 Nguyen Van Cu Extended by approximately 24 hectares; signing a land use right lease contract for the 10,960.3 m2 of land currently leased by Nam Can Tho University in An Binh ward; and planning the land for the implementation of the New Urban Area Project - Faculty Housing, Ecotourism Area and Nursing Home with an area of ​​approximately 145 hectares in Nhon Ai commune.

Speaking at the meeting, Mr. Truong Canh Tuyen, Chairman of the People's Committee of Can Tho City, affirmed that education and healthcare are two areas that Can Tho always prioritizes in its development orientation. Nam Can Tho University has strengths in high-quality education, especially in the field of healthcare, which is very suitable for the city's and the entire region's strategy of developing human resources and providing healthcare for the people.

In response to the school's proposals, the leaders of the Can Tho City People's Committee consistently stated their position of always accompanying and providing maximum support within the framework of the law. Regarding the need to expand by approximately 24 hectares, the school can completely implement the project by extending the land further back. Besides the school's efforts to negotiate and purchase land from local residents, the city government will also support the school in the land acquisition and site clearance procedures.

Regarding the request to lease 10,960.3 square meters of land in An Binh ward, the Chairman of the City People's Committee stated that, with the latest resolutions of the National Assembly on decentralization and delegation of power to localities in land management, it is entirely feasible. However, the school needs to wait a little longer until the implementing decrees are issued, at which point the city will have a basis to resolve this issue for the institution.

Regarding the proposal to invest in the construction of a nursing home and geriatric hospital, the Chairman of the City People's Committee assessed this as a very suitable direction in line with the development trends of the times and the practical needs of the locality. In the planning of 5 development zones that the city just submitted to the People's Council on December 31, 2025, this area is designated as a mixed-use zone for commercial, service, ecological resort, and medical purposes. Therefore, the city agrees with the establishment direction. However, the specific location needs to be determined through close coordination with relevant units to obtain a detailed site plan, avoiding overlap with other projects.

At the same time, the Chairman directed departments and agencies to support the school in completing the project and incorporating it into the comprehensive urban development plan for Can Tho city in the new phase. “This is a project of great significance, contributing to the formation of a specialized medical center in Can Tho, in line with the direction of medical development according to Resolution No. 72-NQ/TW of the Politburo on some breakthrough solutions in protecting, caring for, and improving the health of the people,” Mr. Truong Canh Tuyen emphasized.

With the coordinated and decisive involvement of city leaders and departments, the major "bottlenecks" facing Nam Can Tho University are being quickly resolved. This support not only demonstrates the local government's responsibility towards an educational institution in the area, but also affirms Can Tho's strategic vision in prioritizing education and healthcare as two important pillars for sustainable development.
