According to Resolution No. 42/NQ-HĐND dated July 24, 2024, the project for access roads to three bridges on the DT827E route is divided into two components: construction of access roads to the three bridges and land clearance. Specifically, the access road construction project has a total investment of over VND 1,432.9 billion, to be implemented from 2025 to 2028; the land clearance project has a total investment of VND 1,607 billion, also to be implemented during the 2025-2028 period. Funding comes from the provincial budget and other legal sources.
The groundbreaking ceremony for the access road project to 3 bridges on Provincial Road 827E was held on August 19, 2025.
By early September 2025, all four construction packages had been launched. Package No. 1 (from DT826 to Vam Co Dong River, over 304.7 billion VND) and Package No. 2 (from Vam Co Dong River to Huynh Van Danh Road, over 388 billion VND) are currently in the contractor selection process (bidding opened on July 29, 2025).
In particular, package number 3 (the section from Huynh Van Danh road to Vam Co Tay river, over 326 billion VND) and package number 4 (from Vam Co Tay river to DT827B, nearly 144 billion VND) commenced construction on August 19, 2025, and are expected to be completed in August 2027.
Mr. Le Minh Tan, representing the construction contractors, stated that they will strive to mobilize resources and ensure the project is completed on schedule and in accordance with the design requirements.
In addition, land clearance work – a key factor determining the success of the project – is also being implemented in the localities through which the project passes, including the communes of Can Giuoc, My Le, Can Duoc, Vam Co, Tan Tru, and Tam Vu.
According to the Long An Investment and Construction Project Management Board, by early September 2025, many areas had achieved positive results. Specifically, the section through Tan Tru commune had paid compensation to nearly 90% of households and nearly 90% of the area compared to the compensation plan approved in the first phase. The section through Vam Co commune had paid compensation to nearly 87% of households and nearly 84% of the area compared to the compensation plan approved in the first phase. The section through Tam Vu commune had paid compensation to 95% of households and nearly 94% of the area. However, some areas still had low payment progress, such as the sections through My Le and Can Duoc communes.
Despite the achievements, the project implementation process still faces difficulties and obstacles. After the reorganization of local government into a two-tiered model, coordination between the Land Development Center branches in various regions and local authorities has not been smooth, resulting in delays.
As of early September 2025, more than 500 cases, covering nearly 47 hectares, still lacked compensation plans due to incomplete resettlement pricing and slow investment in resettlement area infrastructure. The reason is that, according to regulations on compensation, support, and resettlement, a project must implement a single plan and a single unit price. However, many cases currently do not meet the conditions for preparing compensation plans, such as the absence of resettlement policy plans and the lack of land plot prices in resettlement areas, thus preventing the completion of draft plans for public posting and feedback.
Mr. Nguyen Van Khanh, whose land is subject to land clearance, shared: "We agree with the government's policy, but we still hope for specific land prices for resettlement and complete infrastructure in the resettlement area soon so that we can confidently hand over our land."
The project to build access roads to three bridges on Provincial Road 827E commenced on August 19, 2025.
To resolve the issues, the Provincial Land Development Center is urgently completing legal procedures and investing in resettlement infrastructure; the People's Committees of the communes are quickly proposing resettlement land prices to serve as a basis for approving compensation plans. The Department of Construction is advising on handling overlapping project locations, while strengthening coordination and mobilizing people to accept compensation and hand over the land in a timely manner.
Recently, at the project's groundbreaking ceremony, Mr. Nguyen Minh Lam, Vice Chairman of the Provincial People's Committee, requested that provincial departments and agencies urgently coordinate and resolve difficulties and obstacles in the project's implementation. The Investment and Construction Project Management Board needs to proactively monitor progress, regularly supervise and inspect the site, and report periodically and promptly on any arising issues so that the Provincial People's Committee can direct their handling.
For localities with road routes crossing them, focus on land clearance, ensuring timely handover, and mobilizing public consensus and support for construction. Construction units should organize construction scientifically , adhering to design and technical standards, ensuring quality, progress, and aesthetics of the project.
With decisive leadership from the province, the consensus of the people, and the efforts of the construction units, the project of access roads to the three bridges on National Highway 827E is expected to be completed on schedule, creating a strategic transportation axis connecting Tay Ninh with Ho Chi Minh City and neighboring provinces, contributing to the development of the Southern Key Economic Region.
| In addition to the access road project to the three bridges on the DT827E route, there is also a project to build three bridges on the DT827E (bridges crossing the Can Giuoc River, the Vam Co Dong River, and the Vam Co Tay River) which has been approved by the Prime Minister (Decision No. 599/QD-TTg, dated July 5, 2024). The Provincial People's Council approved the investment policy in Resolution No. 27/NQ-HĐND, dated April 29, 2025. The total investment for the project to build three bridges on the DT827E is approximately VND 4,797 billion, using preferential foreign loans (ODA) for sustainable development of the Mekong Delta region adapting to climate change. The Long An Investment and Construction Project Management Board has submitted the feasibility study report to the Korean consulting firm for review and comments before submitting it for approval in the fourth quarter of 2025, as a basis for signing the loan agreement in the first quarter of 2026. |
