Prime Minister Pham Minh Chinh recently signed and issued Official Dispatch No. 573/CD-TTg on resolving difficulties and obstacles related to the exploitation and supply of common construction materials for the North-South Expressway Project (Eastern section) giai đoạn 2021-2025.

The official dispatch states: The North-South Expressway Project (Eastern section) for the period 2021-2025 (hereinafter referred to as the Project) commenced on January 1, 2023. However, to date, some contract packages are still facing difficulties regarding the supply of common construction materials. The People's Committees of the provinces have only completed the registration procedures for 14 mines out of a total of 51 mines that have been submitted by the investor and contractors... The main reason is that some agencies and localities have not made sufficient efforts to actively implement the Prime Minister 's directives in the past.
To ensure the progress and quality of the project, the Prime Minister requests that ministers of ministries and chairmen of People's Committees of provinces and cities through which the project passes strictly implement the resolutions, official dispatches, and conclusions of the Government and the Prime Minister to take decisive and timely measures to overcome difficulties and obstacles in the exploitation and supply of construction materials for expressway construction projects.
The Chairpersons of the People's Committees of provinces and cities where the Project passes through and where common construction material mines are included in the Project dossier shall direct the relevant provincial agencies and local authorities to urgently resolve the registration procedures for mining operations submitted by contractors in accordance with the guidelines of the Ministry of Natural Resources and Environment, completing them before June 30, 2023; coordinate with the project investors to review and increase the capacity of licensed and currently operating stone, sand, and soil mines in the area to meet the needs and construction progress...
The Minister of Transport has established a working group comprising leaders from the Ministries of Natural Resources and Environment, Construction, Agriculture and Rural Development, Public Security, and other relevant agencies to urgently inspect and work with the provinces and cities in the Project area to promptly address related obstacles; and to report to the Prime Minister before July 15, 2023.
