Prime Minister Pham Minh Chinh recently signed and issued Official Dispatch No. 573/CD-TTg on removing difficulties and obstacles related to the exploitation and supply of common construction materials for the North-South Eastern Expressway Project in the 2021-2025 period.

The dispatch clearly stated: The North-South Eastern Expressway Project for the 2021-2025 period (referred to as the Project) was started on January 1, 2023. However, up to now, some bidding packages are still stuck with the source of common construction materials. The People's Committees of the provinces have only completed the registration procedures for exploitation of 14 mines out of a total of 51 mines submitted by investors and contractors... The main reason is that some agencies and localities have not made efforts and actively implemented the Prime Minister 's instructions in the past time.
To ensure the progress and quality of the project, the Prime Minister requested ministers and chairmen of the People's Committees of provinces and cities where the project passes to strictly implement resolutions, telegrams and conclusions of the Government and the Prime Minister to have drastic and timely solutions to remove difficulties and obstacles in the exploitation and supply of construction materials for expressway construction investment projects.
The Chairman of the People's Committee of the provinces and cities where the Project passes through and has common construction material mines included in the Project dossier shall direct the provincial authorities and local authorities to promptly handle the mining registration procedures submitted by contractors in accordance with the instructions of the Ministry of Natural Resources and Environment, to be completed before June 30, 2023; coordinate with project investors to review and increase the capacity of licensed stone, sand and soil mines that are being exploited in the area, to meet the needs and construction progress...
The Minister of Transport established a Working Group consisting of leaders of the Ministries of Natural Resources and Environment, Construction, Agriculture and Rural Development, Public Security and relevant agencies to urgently inspect and work with provinces and cities in the Project area to promptly handle related problems; report to the Prime Minister before July 15, 2023.
