On March 27, Mr. Le Duc Tien, Vice Chairman of the Quang Tri Provincial People's Committee, chaired a meeting with departments, agencies, and investors to resolve difficulties and obstacles in the implementation of the Quang Tri Airport project.

Some households in Gio Quang commune, Gio Linh district, have agreed to temporarily relocate and dismantle their houses to hand over the land for the construction of the Quang Tri Airport project.
Reporting at the meeting, the Quang Tri Provincial Investment and Construction Project Management Board and the Gio Linh District People's Committee stated that, to date, Gio Linh district has completed land clearance for 239.4 hectares out of 265.3 hectares and is actively working to clear the remaining 25.9 hectares.
The Quang Tri Provincial People's Committee has leased land to the investor in the first phase, covering an area of 140.56 hectares, and construction of the parking area is currently underway. The investor has also submitted an application for the second phase of land allocation, covering an area of 98.9 hectares; of which, the total volume of topsoil to be excavated is 81,176 m³, and the project only requires the use of 19,764 m³ within the project area.
With the remaining volume of 61,412 m3, the investor requested the Quang Tri Provincial People's Committee to assist in working with local authorities to find a solution.
Regarding the relocation of the 110kV power transmission line and two base transceiver stations (BTS stations) to ensure flight safety, the Quang Tri Provincial Investment and Construction Project Management Board proposed two options to the Provincial People's Committee.
Specifically, in the case where the investor organizes the relocation of technical infrastructure facilities, the investor is requested to work with, sign contracts with, and organize the compensation, support, and resettlement tasks with Gio Linh district to implement the relocation procedures for these items in accordance with the law on land.
In the event that the investor proposes that the relocation of the 110kV power lines and Viettel/ Mobifone BTS stations be assigned to a state agency, the relocation of these items should be separated into a new project and assigned to a single agency as the investor to facilitate implementation.

The Dong Ha City eastern bypass project, specifically the Doc Mieu - National Highway 9 section, is currently under construction near the intersection with the first phase of the project connecting Quang Tri Airport with National Highway 1.
For the water connection outside the project area, the Provincial Investment and Construction Project Management Board coordinated with Quang Tri Clean Water Joint Stock Company and the investor to survey the site and agree on the water connection location in Quan Ngang Industrial Park.
Regarding the power connection project, Quang Tri Power Company has conducted a site survey and agreed on the power connection location. However, because the investor for the connection project has not yet been identified, there is no basis to allocate funds to hire a consulting firm to develop a connection plan.
Deputy Chairman of the Quang Tri Provincial People's Committee Le Duc Tien emphasized that in order to implement the Quang Tri Airport project according to the set schedule, it is necessary to accelerate land clearance and propose specific solutions to remove obstacles in the construction of project components.
Therefore, the Vice Chairman of the Quang Tri Provincial People's Committee requested the Gio Linh District People's Committee to organize direct meetings and persuade the households to agree to the temporary housing plan in order to clear the land and promptly hand over the remaining land to the investor for construction to ensure the progress.
The leaders of the Quang Tri Provincial People's Committee also requested the investor to coordinate with relevant agencies to complete the dossier on the plan for using the topsoil layer as soon as possible for submission to the competent authority for consideration and decision.
Regarding the relocation of structures to ensure flight safety, the leaders of the Quang Tri Provincial People's Committee assigned the Provincial Investment and Construction Project Management Board to implement a plan to relocate the 110kV power transmission line and two BTS stations in accordance with regulations.

Regarding the connection points for electricity and water supply infrastructure outside the project area, the Provincial Investment and Construction Project Management Board shall develop an investment plan for the implementation of electricity and water supply connection items outside the project area and report to the competent authority for consideration.
The investment project for the construction of Quang Tri Airport has been approved by the Prime Minister under the public-private partnership (PPP) model, and the feasibility study report has been approved by the People's Committee of Quang Tri province.
The project comprises component project 1 (Land clearance and construction of government offices at the airport) implemented under the public investment model and component project 2 (Airport construction) implemented under the public-private partnership (PPP) model, specifically a Build-Operate-Transfer (BOT) contract.
The Quang Tri Airport land clearance project (phase 1) had its feasibility study report approved by the Quang Tri Provincial People's Committee in December 2023.
Accordingly, the total area for the project in Gio Quang, Gio Mai, and Gio Hai communes of Gio Linh district is over 265.3 hectares, of which over 177.6 hectares are for common use and over 87.7 hectares are for the civil airport (the 51.2 hectares of military land are not yet implemented).
The total investment is over 233.1 billion VND, with the Gio Linh District People's Committee as the investor. The project implementation period is from 2023 to 2025.
Component Project 2 - Construction of the airport, part of the Quang Tri Airport construction investment project, with a total investment of VND 5,821 billion, was officially launched in July 2024 by the joint venture of T&T Infrastructure Investment and Development Co., Ltd. and CIENCO4 Group JSC in coordination with the Quang Tri Provincial People's Committee.
