Removing obstacles to relocating power infrastructure for key projects.

On April 2nd, Deputy Minister of Industry and Trade Nguyen Hoang Long chaired an online conference with localities on the relocation of power grid facilities affecting nationally important projects and key transportation projects.

At the conference, leaders of the Ministry of Industry and Trade listened to reports on the implementation status and the difficulties and obstacles encountered in relocating power grid facilities in several localities.

In Ba Ria - Vung Tau province, the Provincial People's Committee has recently implemented solutions to gradually overcome difficulties and obstacles in relocating power grid infrastructure and clearing land to meet the construction progress of projects such as the Bien Hoa - Vung Tau expressway; the project to upgrade and expand Provincial Road 994, etc.

However, several obstacles remain, such as the fact that some power grid projects were built decades ago or handed over long ago, resulting in incomplete documentation (approval decisions, designs, completion certificates, construction permits, etc.), making it difficult to determine legality and develop compensation and relocation plans. Furthermore, the 2024 Land Law has differing regulations regarding compensation for technical infrastructure projects, leading to difficulties in identifying the entity responsible for relocation costs. The placement of new 110kV and 220kV high-voltage power poles faces challenges due to conflicts with existing planning.

Therefore, Ba Ria - Vung Tau province has proposed to the Ministry of Industry and Trade and Vietnam Electricity Group several issues, including: guidance on determining the legality and relocation of old power grid facilities with lost or incomplete documentation; ensuring compensation costs for relocation of legally owned power facilities attached to land allocated or leased by the state, in accordance with current regulations; and regulations on financial responsibility for power facilities not attached to land and located within the protected area of ​​road infrastructure…

Deputy Minister Nguyen Hoang Long acknowledged the recommendations from Ba Ria-Vung Tau province and other localities, and affirmed that the Ministry of Industry and Trade and its affiliated units will support and coordinate with localities to overcome existing issues related to the relocation of power grid infrastructure to implement key projects, including ensuring the completion of the target of 3,000km2 of expressways this year.
