This expressway is part of the provincial planning for the period 2021-2030, with a vision to 2050, adjusted and added to the transport system according to Decision 1629/QD-TTg of the Prime Minister. The route starts at the intersection of Ho Chi Minh City's Ring Road 4 and DT.991 (Phu My City), and ends at the intersection with DT.994 (Xuyen Moc District), with a scale of 4-6 lanes and a design speed of 100-120km/h.
The total land use area is expected to be about 365 hectares. In the 2021-2030 period, a 4-lane route will be built, and after 2030, it will be expanded to 6 lanes. The project is invested in the form of public-private partnership (PPP), in which the state budget undertakes the site clearance work, while the construction and installation part is carried out by the investor with legal capital sources.
The project was approved by the People's Council of Ba Ria - Vung Tau province in resolutions No. 23/NQ-HDND (dated March 27, 2025) and 42/NQ-HDND (dated June 6, 2025), and is expected to strengthen regional connectivity and promote socio -economic development, especially in the Ho Tram tourist area and the vicinity of Long Thanh airport.
