- On the morning of November 7, the working delegation of the Ministry of Agriculture and Environment (MARD) led by Mr. Nguyen Quoc Tri, Deputy Minister of MARD, worked with the People's Committee of Lang Son province to remove difficulties and obstacles in the initial phase of operating the 2-level local government organization model for the field of MARD.
Receiving and working with the delegation were comrade Nguyen Canh Toan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; leaders of relevant departments and branches and leaders of a number of communes and wards of the province.

According to the report, after coming into operation, the operation of the 2-level local government model in Lang Son province has quickly stabilized, become smooth, and gradually become routine. The Provincial People's Committee has fully implemented decrees and circulars on the division of authority, decentralization, and decentralization in the field of agriculture and environment; directed the Department of Agriculture and Environment to advise and complete amendments to policies and legal documents of the Provincial People's Council and People's Committee related to 2-level local government.
Accordingly, the Department of Agriculture and Environment has advised and issued documents guiding the implementation of decentralization, delegation and implementation at the commune level in various fields; at the same time, developed and implemented training and development plans for commune-level civil servants...

However, in the initial phase of operating the two-level local government model, the province still faces a number of problems and difficulties in the field of agriculture and environment.
In the field of land management, the province still has difficulties in establishing a land valuation council, determining land types, procedures for leasing land use rights, land allocation and leasing to consortiums of investors, etc. when operating a two-tier local government model.
Regarding the field of animal husbandry, aquaculture and veterinary medicine, the model of state management apparatus for animal husbandry and veterinary medicine in the province currently has many shortcomings, completely different from the general model of the remaining 33 provinces and cities in the country. After implementing the 2-level local government model, the team of veterinarians at the grassroots level in the province ceased operations, leading to difficulties in monitoring, detecting, supervising and controlling animal diseases...

In the fields of cultivation and plant protection, environment and minerals..., in reality, some legal documents regulating the authority between the province and the central government are not consistent, causing difficulties in the implementation process at the local level; at the same time, the number of staff and resources is still thin...

At the working session, leaders of a number of departments, branches and leaders of communes and wards discussed and focused on pointing out a number of difficulties related to the fields of land, irrigation, etc.; analyzed the causes of problems; and proposed a number of recommendations and solutions to speed up progress and improve the effectiveness of State management in the field of agriculture and environment.

The working group members discussed and clarified a number of issues related to: land price determination; conversion of natural forest purposes; beneficiaries of the national target program for socio -economic development in ethnic minority and mountainous areas...; and at the same time, they received recommendations from provincial departments and branches to advise on adjustments to suit the actual operation of the new model.
At the meeting, comrade Nguyen Canh Toan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee agreed with the proposal of the Department of Agriculture and Environment and the opinions of the working delegation members. He hoped that the Ministry of Agriculture and Environment would continue to support the province in implementing the flood drainage project in That Khe commune; support flood warning; and develop a warning map of landslide risk areas.

He recommended that the Ministry of Agriculture and Environment soon issue a document to guide and respond to the issues raised at the meeting; at the same time, requested the provincial departments and branches to increase exchanges and seek opinions from ministries and branches on the issues.

Speaking at the meeting, the Deputy Minister of Agriculture and Environment affirmed that Lang Son province has been flexible, creative, and determined to implement and effectively operate the 2-level local government model; at the same time, the province clearly identified difficulties in the implementation process, especially in the field of agriculture and environment. The Ministry of Agriculture and Environment is committed to accompanying the province to remove difficulties and obstacles within its authority.
He requested: the province to direct relevant departments and branches to send their opinions to the Department of Agriculture and Environment for synthesis and reporting to the Legal Department, Ministry of Agriculture and Environment; requesting units under the Ministry to promptly respond in writing to the content within their authority.
The Deputy Minister of Agriculture and Environment also requested the province to pay attention to arranging appropriate commune-level professional staff; speed up updating land databases; pay attention to adjusting agricultural and environmental planning; orienting a reasonable crop structure; applying technology in management, production, and preservation; focusing on developing agriculture associated with eco-tourism...
