- On November 7, a working delegation of the Vietnam Railway Authority under the Ministry of Construction inspected the field and worked with the Traffic Safety Committee of Lang Son province on ensuring railway traffic safety and order and the implementation of Decision No. 358/QD-TTg dated March 10, 2020 of the Prime Minister on approving the project to ensure traffic safety corridor order and thoroughly handle self-opened paths across railways in Lang Son province.


Attending the meeting were representatives of the Department of Construction; Provincial Traffic Safety Committee; Provincial Traffic Police Department; and leaders of 13 communes and wards in the province with railways passing through.
According to the report, implementing Decision 358 of the Prime Minister, the Traffic Safety Committee of Lang Son province advised the Provincial People's Committee to issue Plan No. 194/KH-UBND dated September 12, 2022 on implementing Decision No. 358, associated with propaganda and mobilization work to all classes of people.
After 5 years of implementing Decision 358, the work of eliminating self-opened paths on railways from 2020 to now has encountered many difficulties. Accordingly, the whole province has only eliminated 12/164 self-opened paths on railways. Currently, Lang Son still has 152 self-opened paths on railways that need to be eliminated in 13 communes with railways passing through.





At the meeting, leaders of communes and wards requested the Vietnam Railway Authority, the Department of Construction and the Traffic Safety Committee of Lang Son province to continue to invest in equipment serving warning and surveillance work on level crossings; research and have plans to allow the expansion of intersections in densely populated areas; set up boundary markers for railway corridor land; develop a master plan to build residential access roads to eliminate self-opened paths to ensure railway traffic safety...
Speaking at the meeting, the representative of the Department of Construction requested the People's Committees of communes and wards to review the self-opened paths and the need for road access to develop an effective implementation plan according to the set roadmap. At the same time, the People's Committees of communes and wards coordinate with the railway management unit to strengthen the management of railway corridors, strictly handle violations such as construction works, and promptly prevent the opening of new self-opened paths by people.
Concluding the meeting, the representative of the Vietnam Railway Authority highly appreciated the Department of Construction and the Provincial Traffic Safety Committee for building a system of documents to organize the implementation of Decision 358 and Directive 22 of the Prime Minister in the province in a timely and methodical manner from the province to the communes. Regarding the tasks in the coming time, the leader of the Vietnam Railway Authority requested the Lang Son Department of Construction and the Provincial Traffic Safety Committee to continue to coordinate with the Vietnam Railway Authority to develop a detailed plan to implement Decision 358 of the Prime Minister and Directive 22 in the period of 2026 - 2030 in Lang Son province. At the same time, the Lang Son Department of Construction, in coordination with railway management units and the People's Committees of communes, will develop a plan to determine the land boundaries for railways according to regulations; Review the volume of auxiliary items such as underpasses, service roads, and level crossings to have a roadmap to effectively handle self-opened walkways to ensure railway traffic safety in the area in the coming time...
Previously, the working group of the Vietnam Railway Authority inspected the actual site of the existing self-opened paths in Tan Thanh commune, Dong Kinh ward, Tam Thanh and Dong Dang town.
