Over the past period, the Quang Tri Department of Transport has focused on investing in, upgrading, and repairing the transportation system, from provincial roads to district and commune roads, helping Hai Lang district exploit its potential and strengths, attract investment, and promote economic restructuring; especially helping the district complete the transportation criteria, contributing to Hai Lang achieving the new rural district standard by 2025.

The Quang Tri Department of Transport is currently managing roads in Hai Lang district with a total length of over 63km, including: Provincial Road 582 (15km), Provincial Road 582b (nearly 14km), Provincial Road 583 (5km), Provincial Road 584 (over 17km), and National Highway 49C (over 12km). Along with investing in repairing damaged sections of provincial and national roads, the department consistently provides financial support for the repair and upgrading of many district roads.
According to the Head of the Traffic Maintenance Management Board, the overall development of Hai Lang district has been quite strong recently, resulting in high traffic density on the roads. This has led to frequent deterioration and severe damage to many sections, requiring investment in maintenance. In 2024, the Department of Transport invested in localized repairs to the roadbed, road surface, and drainage ditches of Hai Lang district roads.
Specifically, the project involves repairing the section from km 6+800 to km 7+323 of District Road 51. This section is classified as rural road, class B, with a design speed of 20 km/h, a roadbed width of 5m (including a 3.5m wide road surface and 0.75m wide shoulders on each side), a transverse slope of 2.0%, and a shoulder slope of 4.0%. The project also includes repairing the section from km 0+800 to km 1+400 of District Road 58. This section is also classified as rural road, class B, with a design speed of 20 km/h. Accordingly, the roadbed width is 5m (including a 3.5m wide road surface and 0.75m wide shoulders on each side), a transverse slope of 2.0%, and a shoulder slope of 4.0%.
In addition, the Road Maintenance Management Board also repaired the road connecting National Highway 49C to the Tra Loc wetland ecological tourist area, with a road classification of level VI for flat terrain and a design speed of 30 km/h. The roadbed of this section is 6.5m wide, including a 5.5m wide road surface and 0.5m wide shoulders on each side; the transverse slope is 2.0% for the road surface and 4.0% for the shoulders.
According to the Road Maintenance Management Board, the goal of the investment and construction is to promptly repair damaged and degraded asphalt road surfaces, contributing to ensuring traffic safety for people and vehicles, improving the load-bearing capacity of the roadbed and surface; and at the same time creating conditions to promote socio-economic development, ensure national defense and security, and serve the process of building new rural areas in Hai Lang district.
The scope of upgrading and repairing these road sections includes rebuilding the existing roadbed and surface, based on the old road; reinforcing the shoulders to ensure sufficient width to meet the road classification standards. Addressing localized damage, strengthening the road surface with a minimum 12cm thick crushed stone base and a 5cm thick layer of compacted asphalt concrete on the old, long-used road surface. Repairing and supplementing traffic safety and drainage systems.
Along with the provincial and district roads in Hai Lang district that have been and are being upgraded, the Department of Transport has also just approved the economic-technical report for the investment in the construction of repair works for the roadbed, surface, shoulders and drainage ditches of National Highway 49C passing through Hai Lang district, including the sections from km 0 - km 0+270; km 1+000 - km 1+800; km 23+200 - km 23+500; km 26+550 - km 29+500; and repair of Kim Giao bridge, section km 36+398.
Accordingly, for the section from km 1+000 to km 1+800, based on the existing roadbed, damaged areas will be repaired to ensure a road width of 11m, leveling and paving with a 6cm thick layer of asphalt concrete. For the sections from km 23+200 to km 23+500 and from km 26+550 to km 29+500, based on the existing 6.5m wide roadbed, damaged areas will be repaired to ensure a road width of 5.5m, the road surface will be reinforced with an average thickness of 12cm crushed stone aggregate, paved with a 7cm thick layer of asphalt concrete, and drainage ditches will be added.
The repair work on Kim Giao Bridge includes adding four speed bumps painted with yellow reflective thermoplastic paint; drilling holes, cleaning, surface roughening, and installing D10 steel reinforcement, reinforced with reinforced concrete. The traffic safety system will be relocated and upgraded; and road markings will be added to ensure compliance with the National Technical Standard on Road Traffic Signs, QCVN 41:2019/BGTVT.
According to Duong Viet Hai, Vice Chairman of the Hai Lang District People's Committee, the province's investment in renovating and upgrading provincial, district, and commune roads in the area has ensured the connection of the district's transportation network with other localities, significantly contributing to changing the face of rural areas and helping the district to soon complete the criteria to propose to the higher authorities for recognition as a new rural district.
It is expected that after achieving the status of a new rural district and receiving the title of "New Rural District" in 2025, Hai Lang will strive to achieve the status of a model new rural district by 2030. Therefore, to attract resources to continue investing in the development of rural transportation infrastructure, contributing to improving the quality of new rural criteria, and building on the achievements already made, the district hopes that the Department of Transport will continue to research and advise the Provincial People's Committee to pay more attention to and promote the attraction of investment in the construction of transportation infrastructure in the district to help the locality complete the set plans to effectively serve socio-economic development.
