According to the Provincial Representative Board of the Association of Elderly People, Quang Ninh currently has approximately 180,000 elderly people, accounting for 13.3% of the province's total population; of which, nearly 141,000 are members of the Association of Elderly People, reaching a rate of nearly 80%. In recent years, the province has always paid attention to fully implementing policies and regulations for the elderly, while promoting the socialization of activities to care for and promote the role of the elderly.
Currently, the province has over 20,700 elderly people receiving monthly social allowances as prescribed. During holidays and Tet (Lunar New Year), especially Tet, the various levels of associations coordinate with the health sector, the Fatherland Front, and local authorities to organize visits and tặng gifts to elderly people in difficult circumstances or living alone, ensuring that no one is left out. In the first six months of 2025 alone, the province organized birthday celebrations for nearly 20,000 elderly people with a total budget of nearly 16 billion VND, an activity deeply rooted in the beautiful cultural tradition of "respecting and honoring the elderly."
Besides caring for their living conditions, the province pays special attention to the healthcare of the elderly. Over the next five years (2021-2025), more than 188,000 elderly people in the province had their health records established; 100% were issued health insurance cards. Programs for medical examinations and preventive consultations for chronic diseases and eye diseases are regularly maintained. In the first six months of 2025, the Provincial Association of the Elderly, in coordination with Saigon Eye Hospital - Ha Long, organized examinations and consultations for eye diseases for over 1,000 people, including 145 cases recommended for cataract surgery.
A significant milestone is the establishment of the Provincial Geriatric and Rehabilitation Hospital, with a capacity of 200 beds, which has been operational since the end of 2022. This is a specialized medical facility serving the elderly, contributing to improving the quality of treatment and rehabilitation, while also developing specialized medical personnel through cooperation with major hospitals nationwide such as: the National Geriatric Hospital, Bach Mai Hospital, and Viet Duc Hospital in Hanoi...
In Quang Ninh province, elderly people not only live healthy and happy lives, but also "live useful lives," actively participating in economic development, building cultural life, and maintaining local security and order. Currently, 1,726 elderly people in the province own farms, cooperatives, and businesses, creating jobs and contributing to local economic development. Thousands more continue to participate in Party, government, Fatherland Front, and socio-political organizations at the grassroots level; actively participating in self-governing groups, neighborhood security teams, and civil defense teams in residential areas.
Cultural and sports activities among the elderly have also developed strongly. The province currently has over 900 elderly clubs, attracting nearly 100,000 regular participants. Diverse activities such as health and wellness clubs, recreational volleyball, and cultural performances have become healthy playgrounds, fostering a sense of community and improving the physical and mental well-being of the elderly. Annual sports competitions and cultural festivals for the elderly are regularly organized, creating a joyful atmosphere and inspiring a spirit of "living happily, healthily, and usefully."
During the process of reorganizing commune-level administrative units and streamlining the apparatus according to the two-tiered local government model, the team of officials and members of the Elderly Association throughout the province have continued to demonstrate unwavering spirit, consensus, and trust in the leadership of the Party and the State. They continue to play an exemplary role in disseminating information and mobilizing the community to comply well with policies and guidelines, actively supporting major resolutions of the province, including the decision to abolish district-level organizations.
Despite some remaining difficulties, the Provincial Representative Board of the Association of Elderly People has promptly coordinated with relevant departments, agencies, Party committees, governments, and the Fatherland Front at the commune, ward, and special zone levels to consolidate the organization of the association at the grassroots level; ensuring the maintenance of activities and movements, without interruption or impact on the rights of elderly members.
