The plan aims to build disease-safe facilities and zones (SDZs) for livestock and poultry for domestic consumption and export. In the period of 2023-2030, 100% of animals brought to centralized animal slaughterhouses will have their slaughtering controlled by veterinary agencies; 100% of food safety monitoring programs for animal products will be implemented from animal slaughterhouses, processing, preservation, trading to animal product trading markets.

By 2025, successfully build and operate the shared database of the agricultural sector in the city. To achieve the above objectives, the Plan sets out 4 groups of key tasks and solutions, including: Group of key tasks and solutions to strengthen the capacity to manage and control animal diseases and diseases transmitted between animals and humans, period 2023-2030; Group of key tasks and solutions to strengthen the capacity to manage, quarantine animals, control slaughter, inspect veterinary hygiene and food safety for animals and animal products, period 2023-2030; Group of key tasks and solutions to improve the capacity to manage, research, produce, test and trial veterinary drugs and vaccines to ensure quality, safety and effectiveness, period 2023-2030; Group of key tasks and solutions to promote the application of information technology and digital transformation in veterinary work, period 2023-2030.

The City People's Committee assigned the Hanoi Department of Agriculture and Rural Development to take full responsibility for the content of the consultation and submission for promulgation of the Plan; and organize the implementation of the Plan to ensure effectiveness and compliance with legal regulations.
