The Hanoi government set a target this year to reach an average housing area of 28,2 m2 per person and complete nearly 7 million m2 of residential floors.
According to the housing development plan for 2023 issued on May 8, Hanoi has set a target of 5 million m4,5 of individual housing; housing under the project is about 2 million m2,5, of which about 2 million m2,3 of commercial housing, about 2 million m0,032 of social housing floor and 2 million m0,094 of resettlement housing floor.
The average housing area of the whole city in 2023 is 28,2 m2, which is determined on the basis of the average of the target achieved in 2022 (27,6 m2 per person) and the ability to complete housing investment projects in the last months of this year. Meanwhile, the Ministry of Construction has set a target that the average housing area nationwide will reach 26 m2 per person in 2023, an increase of 0,5 m2 over the previous year.
To achieve the above target, the city said that it will focus on removing difficulties for slow-implementation urban projects; adopt policies to encourage and support housing construction investment projects in the locality; clarify the responsibilities of the investor, organize the implementation of the project on schedule, asynchronous with the infrastructure, and withdraw the delayed project.
The city will also speed up the procedures for approving the project investment policy, detailed planning of independent social housing areas and worker housing projects; study and effectively use the proceeds from the land fund value of 20% and 25% in commercial housing projects and urban areas to invest in the construction of social housing after receiving guidance from the Ministry of Construction.
The city's housing development plan in 2023 is built on the basis of the City Housing Development Program for the period 2021-2030 approved by the City Council in mid-2022. The program sets a target that by 2025, the city's per capita housing area will reach 29,5 m2, of which the urban area will reach 31 m2 and the rural area 28 m2. By 2030, it will reach 32 m2, of which the urban area will be 33 m2 and the rural area will reach 28 m2 per person.
However, the city's housing program last year encountered many difficulties. Many investment projects to build commercial houses, urban areas, renovate and build old apartments are behind schedule or last for many years.
Explaining the reason why the development of social housing (including workers' houses) is slow, the deployment of concentrated social housing areas is slow, the city believes that the mechanism has not yet attracted investors to participate. There is a shortage of land fund for social housing development because most investors in housing projects under 10 hectares of land choose to pay in cash instead of using land or house funds in social housing projects. In addition, there are no specific regulations on the management and use of the money collected from investors of commercial housing projects, which are equivalent to a fund of 20%, 25% of residential land in investment projects to build commercial houses and urban areas.

At a meeting with the Government Standing Committee on May 6, Hanoi asked the Government for permission to decide on the form of implementing social housing development obligations for 5% of the residential land fund of projects with a size of 20 hectares or more paid in cash, creating investment resources for the construction of concentrated social housing areas. Regarding the development of resettlement houses, the city proposed to stop implementing the pilot investment mechanism to order commercial housing to create a fund of resettlement housing in the area, allowing the city to convert some unused resettlement houses into social housing.
Hanoi also asked the Prime Minister to direct the Ministry of Finance to soon guide the implementation of the management and use of the land use levy payable for the 20% land fund in investment projects to build commercial houses and urban areas.
