On the morning of October 8th, the Hanoi City Party Committee held a press conference to provide information on the plan to organize the 18th Congress of the Hanoi City Party Committee, for the 2025-2030 term.
Hanoi is expected to have 75 members of the City Party Committee.
The Congress is scheduled to take place from July 15th to October 17th at the National Convention Center, with the participation of 550 delegates representing nearly 500,000 party members of the entire Party organization.
Mr. Ha Minh Hai, Head of the Hanoi City Party Committee's Organization Department, stated that the theme is "Promoting the thousand-year tradition of culture and heroism; uniting to build a clean and strong Party Committee; pioneering and making breakthroughs in the new era; developing a civilized, modern, and happy capital city."
Compared to the theme of the 17th Party Congress, the theme of the 18th Party Congress represents a significant qualitative shift, from the role of "exemplary" to "pioneering and breakthrough," clearly defining the role and responsibilities of the capital city in the "new era."
Notably, for the first time, the goal of people's "happiness" has been included in the theme, demonstrating the city's deep concern for the quality of life and holistic human development.

Another new feature in the preparation of the 18th Congress document of the Hanoi City Party Committee is that the document is concise and succinct (39 pages), highly comprehensive, tightly structured, and fully and comprehensively reflects the major issues of the capital city.
The structure is action-oriented, with goals, targets, tasks, and solutions expressed concisely, grouped by field, and linked to key points, timelines, and evaluation indicators to easily translate them into action programs and thematic plans.
The draft action plan for implementing the congress resolution has been proactively developed, ready to be issued and implemented immediately after the congress, ensuring that the resolution is put into practice as soon as possible.
Regarding personnel plans, Mr. Hai stated that, closely following Directive No. 45-CT/TƯ of the Politburo and the regulations and guidelines of the Central Committee, the Hanoi City Party Committee has developed a personnel plan for the City Party Committee Executive Board for the 2025-2030 term, clearly defining the number, structure, conditions, and standards for each position as prescribed.
Accordingly, the number of members of the Hanoi City Party Committee's Executive Committee for the 18th term is expected to be 75, the number of members of the Standing Committee of the City Party Committee will be 17, and the number of members of the City Party Committee's Permanent Committee will be 5.
The personnel nominated for the Executive Committee of the Hanoi City Party Committee have a reasonable structure across departments, agencies, and localities, ensuring a reasonable rate of renewal in the Party committee, and paying attention to the structure of science and technology cadres and female cadres.
Hanoi aims for an average annual GRDP growth rate of 11.0% or higher.
The motto of the 18th Congress of the Hanoi City Party Committee is "Unity - Democracy - Discipline - Breakthrough - Development".
Compared to the motto of the 17th Party Congress, replacing the element "Creativity" with "Breakthrough" shows a more decisive determination to act, not just stopping at awareness but creating remarkable advancements and resolving long-standing bottlenecks.

Hanoi aims to achieve an average GRDP growth rate of 11.0% or higher per year during the 2026-2030 period; an average GRDP per capita of over US$12,000; a 40% share of the digital economy's added value in GRDP; a cultural industry share of approximately 8% in GRDP; and a total social investment of VND 5 trillion implemented in the city.
In terms of social aspects, Hanoi has set targets for the Human Development Index (HDI) to reach approximately 0.88; the Happiness Index (HPI) to reach 9/10; the proportion of trained workers to reach 80% or more, of which the proportion of workers with degrees or certificates to reach 60%; and labor productivity in 2030 (at current prices) to reach VND 644.5 million per worker.
Mr. Nguyen Van Phong, Permanent Deputy Secretary of the Hanoi City Party Committee, said that the happiness index is one of the new indicators included in this Political Report to reflect the development orientation of putting people at the center, aiming towards a happy, civilized and livable capital city.
According to Mr. Phong, civilization, modernity, and happiness are not only the goals for the next term but also long-term orientations for the development of the capital city. Happiness is a value without limits, because the human need for enjoyment and the desire for a better life are boundless.
Mr. Phong emphasized that every thought and action, from major to minor matters, of the entire political system must be directed towards the highest goal: the happiness of the people. Without happiness, sustainable development cannot be discussed, because happiness is the most fundamental measure of all development values.
