Hanoi is studying a pilot model of "socialist communes and wards" - an approach aimed at reforming governance, improving service quality, and creating a better living environment for its citizens.

In this model, economic development, governance, culture, human resources, social welfare, environment, national defense and security, and digital transformation are placed within a unified whole, aiming to improve the quality of life and happiness of the people.

The Vietnamese socialist model places people at the center, aiming for justice, civilization, and happiness. From this strategic vision, the current requirement is to concretize it through clear movements at the grassroots level. The commune and ward – the level of government closest to the people – are crucial spaces for transforming the principles and values ​​of Vietnamese socialism from a macro-level vision into concrete practice. In the process of building and developing Hanoi rapidly and sustainably, communes and wards are no longer just "implementation levels" but are being shaped to become spaces for organizing development, where policies and guidelines are directly transformed into concrete results in daily life.

The continuous improvement of people's quality of life is reflected in economic growth, infrastructure development, increasingly improved living environment quality, and public services and social welfare all aimed at measuring people's satisfaction. Along with this, the continued innovation of urban governance models, especially at the grassroots level, better meets the requirements of rapid and sustainable development in the new era, thereby promoting the role of the people as the main actors through the motto "the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit."

In light of new demands, the pilot program for building socialist communes and wards – for the happiness of the people – is essential. It's not just about reforming the administrative apparatus and management, but also about concretizing the overall goal of organizing development space and building a civilized, safe, and modern living environment right from the closest to the people, where the people are both the center and the beneficiaries. Through this, the Party's major orientations are brought into concrete life, reaching every residential area, every public service, every road, school, and health station; so that each citizen can more clearly feel the fruits of development in their daily lives.

Hanoi's pilot project for the "socialist commune/ward" model will select areas for implementation, piloting the model to test, summarize, and evaluate practical experiences, refine mechanisms, policies, and implementation methods, and gradually expand it throughout the city. Based on the concretization of the eight characteristics of Vietnamese socialism into the practical conditions of the grassroots level, the project develops eight core contents, along with a system of 54 quantified criteria across the fields of infrastructure, economy, health, education, environment, digital transformation, and social security; among which the satisfaction and happiness of the people are important indicators.

The very act of considering happiness as the highest measure also places specific demands on leadership and management, with the message: The grassroots level must be where major policies are transformed into concrete results, measurable by the quality of services, living environment, and people's trust. The pilot study of this model is also placed within the overall long-term development orientation of the Capital, as reflected in resolutions and the Hanoi Capital City master plan for the 100-year vision, with the development orientation of "Culture - Civilization - Modernity - Happiness," linked to the development of a green and smart city and improving the quality of life for its people.

The "socialist commune/ward" model is currently in the research and development phase for pilot implementation. From theory to practice, in order to implement it and produce tangible results for the people, Hanoi is also preparing the necessary conditions in terms of mechanisms, resources, decentralization, and evaluation criteria, because a development model is only valuable when it creates concrete changes in people's lives.
