Hanoi encourages investment in building 78 underground parking lots

Hanoi has just issued a list of underground works that are encouraged to invest in construction. Among them, the construction of 5 road tunnels, 78 underground parking lots and 2 underground public works is encouraged.

On the morning of July 10, continuing the 25th session, with the majority of delegates in agreement, the Hanoi People's Council passed a resolution promulgating a list of underground works encouraged for investment and construction in Hanoi (phase 1) (implementing Clause 3, Article 19 of the 2024 Capital Law).

According to the resolution, the list of underground construction types encouraged for investment and construction in Hanoi includes:

Works serving the development of urban railway systems, including underground urban railway lines, underground stations and other related underground works.

Underground works connecting other underground works together (connecting underground urban railway stations, underground public works, underground parking lots, basement entrances of commercial, service, hotel, restaurant, cultural, sports buildings, etc.).

Works serving the urban transport system solve urgent urban problems, including: Road underpasses, underground roads, underground parking lots.

Underground technical infrastructure works provide energy, public lighting, telecommunications, water supply, drainage and wastewater treatment, solid waste management, public sanitation, and environmental safety.

Underground public service works with cultural, sports, commercial and tourism development functions.

Specifically, regarding the underground urban railway system, Hanoi encourages the construction of 8 lines with a total length of about 320.25km, 191 stations, of which 81.2km are underground and 68 underground stations.

Regarding the investment portfolio for construction of road tunnels, underground parking lots and underground public works: including 85 works, including 5 road underpasses, 78 underground parking lots and 2 underground public works.

For the list of underground streets for telecommunication and electricity lines, cables and shared technical infrastructure works, including: 95 underground streets for telecommunication and electricity lines, cables and shared technical infrastructure works.

According to the Law on the Capital, organizations and individuals permitted by the State to use underground space beyond the depth limit prescribed by the Government to construct underground works must pay for the use of underground space, except in cases of exemption or reduction of underground space use fees for underground works not for business purposes, on the list of encouraged construction investment or other cases prescribed by the Government.
