The grassroots congress was a great success.

Following the direction of the Hanoi People's Committee, the districts of Ba Vi, Thach That, Quoc Oai, and My Duc recently chaired and coordinated with the Hanoi Ethnic Affairs Committee to successfully organize the Congress of Representatives of Ethnic Minorities.

The congresses addressed specific and practical issues of ethnic affairs. In particular, they frankly acknowledged and objectively assessed poverty reduction efforts. They also promoted successful economic , cultural, and social models implemented by the ethnic communities and localities themselves.

The 4th Congress of Ethnic Minorities of Hanoi City in 2024 is expected to be held at the end of October 2024.

Bui Huy Giap, Head of the Ethnic Affairs Department of Ba Vi District, shared that through the congress, the self-respect of each ethnic group and each household was awakened, creating a new transformation. The efforts to reduce poverty through the inherent capabilities of ethnic minority people have increased.

Moreover, the significance of the congress has raised the political system's awareness of ethnic affairs and ethnic policies. The improved living standards of ethnic minorities and the development in ethnic and mountainous regions serve as compelling evidence.

According to the assessment of the Hanoi City Ethnic Affairs Committee, the 2024 District-level Congresses of Ethnic Minorities have been successfully completed. Districts with concentrated ethnic minority populations, including Ba Vi, Thach That, Quoc Oai, and My Duc, have selected their most outstanding delegates to officially attend the Congresses.

Continue to finalize the contents of the Congress.

According to the Congress Steering Committee, the Political Report has been drafted and feedback has been sought from several departments and units under the Committee for Ethnic Minorities; a number of scientists; departments, agencies, and localities; and former key leaders of the Hanoi City Committee for Ethnic Minorities from various periods.

According to Nguyen Nguyen Quan, Head of the Hanoi City Ethnic Affairs Committee and Deputy Head of the Congress Steering Committee, in order to ensure the best conditions for the Congress, the Steering Committee has requested the Department of Health to coordinate and effectively implement measures to ensure food safety and hygiene, as well as the health of delegates attending the Congress.

In addition, the Congress Steering Committee also requested the Hanoi City Police to coordinate and effectively implement measures to ensure security and safety for the Congress's activities. They also requested the deployment of traffic police to ensure the safe and smooth movement of official delegates attending the Congress, preventing traffic congestion between locations included in the Congress program.

At a recent meeting of the Congress Steering Committee, Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen, Head of the Congress Steering Committee, requested that committee members continue to review the entire Congress program.

In particular, attention should be paid to the content, composition of delegates, management personnel, awarding of commendations, publicity work, as well as the preparation of congress documents and other related matters. At the same time, focus should be placed on close and effective coordination to ensure the successful organization of the Congress.

The 4th Congress of Ethnic Minorities of Hanoi City in 2024 is expected to be held over two days, October 27-28, 2024, at the Vietnam-Soviet Friendship Labor Cultural Palace. A total of 500 delegates will attend, including 250 official delegates and 250 invited guests.
