Hanoi reorganizes and reduces the number of villages and residential areas by 2,772.

At its 3rd session, held on June 2nd, the City People's Council approved a Resolution stipulating the organization and operation of villages and residential areas; titles, number, regimes, and policies for part-time officials in villages and residential areas within the city.

According to the recently passed resolution, a village must have at least 500 households; a residential area must have at least 700 households. For villages and residential areas with special characteristics, such as mountainous regions or mountainous communes, the number of households may be lower.

Each village has a village head and a deputy village head; each residential group has a group leader and a deputy group leader. Based on the number of households and the characteristics of the area, each village or residential group is allocated 1-2 deputy village heads or deputy group leaders.

According to the resolution, part-time officials in villages and residential areas include the following positions: Village Head or Residential Area Leader; Party Branch Secretary; Head of the Fatherland Front Committee; Deputy Village Head or Deputy Residential Area Leader.

Residents are voting for the head of their neighborhood group.

Regarding allowances, villages with 800 or more households; residential areas with 1,000 or more households; or key units for national defense, security, and order, and particularly disadvantaged villages, are entitled to a monthly allowance equal to 12 times the basic salary. Specifically, the Party branch secretary, village head, or residential area leader receives 2.8 times the basic salary; the head of the Fatherland Front working committee receives 2.4 times; and the deputy village head or deputy residential area leader receives 2 times.

For villages and residential areas not covered by the above regulations, a monthly allowance fund equal to 9 times the basic salary will be applied.

In presenting the verification report, the Legal Committee of the City People's Council requested the City People's Committee to further clarify the current status of villages and residential areas; clarify the number, quality, and arrangement of part-time personnel in the city, the allocated allowance fund, etc.

In its explanatory report, the City People's Committee stated that the city currently has 5,467 villages and residential areas; the proposed reorganization plan expects to reduce this number to 2,755, a decrease of 2,712 units compared to the current situation.

The total number of part-time officials and deputy village/neighborhood leaders is 17,696. According to the proposed plan in the draft Resolution, the total number of part-time officials in villages and neighborhoods will be 12,909, a reduction of 4,787. Thus, the policy does not mechanically increase the number of people participating in activities in villages and neighborhoods, but essentially reorganizes the organizational structure of villages and neighborhoods...

After discussion, the delegates unanimously adopted the resolution.
