Hanoi tightens management to ensure tourism safety.

The Hanoi People's Committee has requested increased inspections of tourist areas and attractions; ensuring security, safety of waterway traffic, fire prevention and control, and improving the quality of the tourist experience.

Vice Chairman of the Hanoi People's Committee Nguyen Xuan Luu has just signed and issued Official Document No. 2170/UBND-KT on strengthening state management and ensuring safety in tourism activities in Hanoi.

Accordingly, the Hanoi People's Committee requested the Hanoi Department of Tourism to finalize the Hanoi Capital Tourism Development Plan and the River Tourism Development Plan for the period 2026-2030, in conjunction with the Capital City Planning, the Red River Scenic Boulevard Planning, and the Capital City Development Orientation with a 100-year vision.

At the same time, we will promote the development of new tourism products and package tours linked to the promotion of OCOP (One Commune One Product) products and local specialties; and strengthen cooperation between localities and businesses to improve the quality of the tourist experience.

Propose mechanisms and policies to attract strategic investors to develop infrastructure, technical facilities, and high-quality entertainment and resort areas to increase product value, extend the length of stay, and increase tourist spending.

In addition, it is necessary to improve the effectiveness of state management in tourism; strengthen the dissemination of laws and regulations; guide organizations, individuals engaged in business, and tourists to strictly comply with regulations on security, safety, fire prevention and control, rescue, food safety and hygiene, and environmental protection in tourism; and strengthen specialized inspections of tourist areas, destinations, businesses, and vehicles serving tourists.

The Hanoi People's Committee has assigned the Hanoi Department of Culture and Sports to develop a high-quality cultural and performing arts industry that reflects the cultural identity of the capital city; to support unique products associated with each destination, in conjunction with the Creative Design Festival.

At the same time, develop creative spaces that have become known to domestic and international tourists through programs and events such as the Creative Design Festival; focus on effectively utilizing certain locations such as the Gia Lam Railway Factory and the Hang Dau Post Office; research connections with neighboring cultural spaces such as Tong Duy Tan Street and the "131 railway bridge arches of Phung Hung" area...

Lead the development of a comprehensive communication plan for the capital's culture, sports, and tourism; utilize diverse languages ​​in communication and promotion activities on electronic portals; apply modern communication methods, and collaborate with key opinion leaders (KOLs) and influential consumers in the digital environment (KOCs) in product experience and communication.

The Department of Construction will review and compile a list of watercraft serving tourism; requiring vessel owners to complete registration and inspection procedures as required. They will also study and develop plans to ensure safety and respond to emergencies at key tourist areas and destinations.

Hanoi City Police, in coordination with the Department of Construction and local authorities, are intensifying patrols and inspections, resolutely handling serious violations of laws on order and safety of waterway traffic; promoting the application of information technology and digital transformation in the management of vehicles, operators, and ensuring security and order at tourist areas and destinations…

The People's Committees of wards and communes should strengthen state management of tourism activities in their areas, especially tourism activities associated with rivers, lakes, waterfalls, and adventurous experiential activities. Priority should be given to allocating budget for the implementation of infrastructure construction projects at key tourist destinations in the locality and programs for the restoration, repair, and upgrading of historical and cultural heritage sites associated with tourism, serving the people and tourists.
