At the meeting, Deputy Director of Hanoi Department of Construction Mac Dinh Minh reported the results of 3 years of implementing the Project and the Plans for implementing the Project to renovate and rebuild old apartment buildings in Hanoi. Accordingly, after the Hanoi People's Committee issued the Project and the Plans for implementing, although the People's Committees of districts and towns have focused on implementing the assigned tasks (such as: Issuing implementation plans, relocating households out of level D dangerous houses, implementing inspections, studying the planning structure of areas for renovating and rebuilding apartment buildings and organizing to collect people's opinions,...).
The implementation of works related to the renovation and reconstruction of old apartment buildings in Hanoi is still very slow, not ensuring the progress set out in the Project and the Project Implementation Plans.
The first reason pointed out by Mr. Mac Dinh Minh is due to planning work. According to the reports of districts, this is the basic problem. According to the General Planning for Construction of the Capital, the Urban Zoning Planning, some current apartment buildings are not suitable for planning (many old apartment buildings are planned to be green areas, parks; low architectural planning criteria are 1-5 floors, current population is higher than planned population...); Due to the limitations of the number of floors of the building and the planned population, it is very difficult to ensure investment efficiency, not attracting investors to participate in renovating and rebuilding apartment buildings.
Regarding the inspection work, some apartment buildings are no longer in their original state, households have repaired and expanded, causing difficulties in the inspection and assessment of the quality of apartment buildings; the People's Committees of districts have not yet determined the boundaries of apartment buildings.
Districts with apartment buildings have not yet assessed the technical infrastructure system for fire prevention and fighting; water supply, drainage, wastewater treatment; electricity supply, internal traffic and requirements for urban renovation and beautification, leading to difficulties in assessing and concluding according to the provisions of Decree 69/2021/ND-CP (formerly), now the Housing Law 2023 and Decree 98/2024/ND-CP...
Projects under implementation are all behind the approved schedule because investors have not yet agreed on compensation, support, temporary residence, and resettlement plans because owners require too high compensation levels, investors cannot balance financial efficiency; legal documents related to the origin of home ownership are not available, making it difficult to specifically determine the area owned by the state in the project...
At the meeting, the Department of Construction recommended that the People's Committees of districts (where old apartment buildings are located) focus on completing the detailed planning work according to the direction of the Hanoi People's Committee (including determining the boundary scope of component projects to implement investment phases); Inspection, in which for apartment buildings, inspection must ensure the principle of the whole area, and evaluate technical infrastructure works according to the provisions of the Housing Law 2023, Decree 98/2024/ND-CP.
Continue to review and compile a list of apartment buildings, send it to the Department of Construction for synthesis, report to the Hanoi People's Committee for permission to update it in the Inspection Plan No. 334/KH-UBND dated December 31, 2021 and send it to the Department of Planning and Architecture for synthesis, update it in the Planning Plan No. 329/KH-UBND dated December 31, 2021.
At the same time, focus on implementing 6 contents authorized by the Hanoi People's Committee in Decision No. 5899/QD-UBND dated November 12, 2024 (on: Establishing and approving compensation plans; relocation and forced relocation according to compensation plans; determining compensation coefficient k; establishing and approving plans for renovation and reconstruction of apartment buildings for each project).
For departments and branches in charge of urging and guiding the People's Committees of districts (where there are apartment buildings) in the work of establishing and approving detailed plans at a scale of 1/500 for the renovation and reconstruction of old apartment buildings under the direction of the Hanoi People's Committee; Advise the Hanoi People's Committee to guide the People's Committees at the district level to uniformly implement: Determine the scope and boundaries of the project to renovate and rebuild apartment buildings according to the principle of the entire area (including 3 collective areas: Giang Vo, Khuong Thuong, Trung Tu); establish, appraise, and approve compensation, support, and resettlement plans; work of site clearance, land recovery, and land allocation for project implementation...
After listening to the statements of the districts, departments and branches, concluding the working session, Vice Chairman of the Hanoi People's Committee Duong Duc Tuan, Deputy Head of the Standing Committee of the Steering Committee for the renovation of old apartment buildings in Hanoi assigned the Hanoi Department of Construction to make a general report assessing the existing problems, identifying limitations, clearly stating the districts (where there are apartment buildings) that still have limitations, proposing measures to handle the existing problems and shortcomings in the implementation of authorization, and reporting to the Hanoi People's Committee.
The Hanoi Department of Construction - the standing agency - considers this its task and responsibility to have an overarching plan, proposing to the Steering Committee and the Hanoi People's Committee to direct the acceleration of implementation progress in the coming time.
Vice Chairman of Hanoi People's Committee Duong Duc Tuan emphasized: "Speeding up the process of renovating old apartments and building resettlement housing is a task that Hanoi pays special attention to, with the core goal of improving people's lives and creating conditions for people to settle down and work."
In addition, Vice Chairman of Hanoi People's Committee Duong Duc Tuan assigned the Department of Planning and Architecture to coordinate effectively with districts (where there are apartment buildings) to guide the planning work, completing the first phase by the first quarter of 2025 at the latest.
The renovation and reconstruction of old apartment buildings in Hanoi is an urgent task for urban beautification and urban reconstruction, but the implementation process still faces many limitations and difficulties. To address these challenges, Vice Chairman of Hanoi People's Committee Duong Duc Tuan requested that departments, branches, districts and towns continue to closely coordinate and make efforts to implement the Project, towards a civilized and modern Hanoi.
According to statistics from Hanoi, there are currently 1,579 old apartment buildings in the capital that are more than 50 years old, mainly built in the period 1960 - 1990 of the last century, concentrated in 4 inner-city districts. After reviewing and classifying, there are 200 level C houses, 137 level B houses and 7 houses in the danger level D.
