Golden opportunity to expand the Vietnamese technology product ecosystem

Newly issued legal documents and resolutions not only provide guidance but also create a favorable legal corridor for businesses to confidently invest in research and development.

Ms. Mai Thi Thanh Oanh: We are facing a “heavenly” moment for the Vietnamese technology industry. For the first time, science, technology and innovation are placed at the center of the national development strategy. The recently issued legal documents and resolutions are not only guidelines, but also create a favorable legal corridor for businesses to confidently invest in research and development (R&D) and test new products.

For businesses like Coc Coc, this is an opportunity to expand the Vietnamese technology product ecosystem, accelerate domestic digital transformation, and go further into the region. Most importantly, we clearly feel the close support from the Government , which creates more confidence for businesses to dare to invest more and reach further.

Ms. Mai Thi Thanh Oanh: The Law on Digital Technology Industry passed by the National Assembly at the 9th Session (effective from January 1, 2026) clearly affirms the principle of "self-reliance and self-reliance in digital technology and strategic digital technology" as the foundation for the development of the digital technology industry, while emphasizing the requirement to promote research, mastery of technology, design, and production of digital technology products and services and strategic digital technology domestically.

In my opinion, technological autonomy is a “shield” to protect digital sovereignty and a “lever” for Vietnam to step up to a higher value level in the global supply chain. The Law on Digital Technology Industry not only lays a legal foundation, but also affirms that Vietnam will not stop at consuming technology products and services, but will move towards the position of a creative nation and master of core technology.

I consider this both a national commitment and a challenging “invitation” for domestic businesses. For Coc Coc, the new law is a driving force for us to accelerate, strengthen our research and development capabilities, and contribute strategic technology products created by Vietnamese people, for Vietnamese people, and ready to reach out to the world.

Our web browser and search engine are both developed by a team of Vietnamese engineers, and are currently trusted by more than 30 million Vietnamese people.

Our biggest success is that we have maintained our position as the top 2 most popular browser in Vietnam for many years and are still the only domestic search engine developed by Vietnamese people.

Coc Coc is proof that a Vietnamese enterprise can completely develop and operate digital platforms serving tens of millions of users without depending on imported solutions.

The biggest challenge for domestic research units is probably still resources, both financial, high-quality human resources and supporting ecosystem. Developing and operating core technology products requires long-term investment, but not all businesses have enough “endurance” to pursue it to the end.

At Coc Coc, we choose to go slowly but surely. We invest seriously and persistently in researching user needs, as a basis for developing a technology platform, focusing on the niche market of Vietnamese users with many gaps that foreign units have left open, and continuously improving products according to real needs. Reality shows that if the product is good, serves the right users and brings practical value, the market will naturally accept it.

Ms. Mai Thi Thanh Oanh: To promote “Make in Vietnam” , it is not enough for businesses to make good products, but they also need active support in terms of legal frameworks as well as resource connections from the State, to access and popularize products on the market.

I have three suggestions. First , we need to continue supporting technology businesses in product research and development (R&D), especially through state-sponsored venture capital funds and transparent and effective tax incentive mechanisms.

Second , the open data policy and prioritizing the use of Vietnamese technology products in state agencies is a very important "launching pad" for domestic solutions to have the opportunity to reach large scale and be tested in practice.

Third , I hope to have more connection programs between businesses - research institutes - universities to develop high-quality technology human resources, both good at expertise and understanding the market. Creating a strong connection between the three parties will resonate strength, helping to increase the completion speed as well as the practical application value of products when launched on the market.

In particular, we hope that the Government will support creating opportunities for healthy competition between domestic digital platforms and products from "imported" technology giants with the goal of Vietnamese people's data being stored in Vietnam.

Cốc Cốc’s direct competitors are international platforms that dominate the market with a monopoly in distributing search engines and browsers on mobile devices and tablets. Although we have made continuous efforts to expand and popularize the platform to Vietnamese users, due to limited resources, creating breakthrough growth is still a big challenge.

Therefore, we hope to support the distribution of the Coc Coc platform and “Make in Vietnam” digital technology products to the entire population, encouraging users to access, choose and experience domestic products. This is to reduce dependence on tools provided by foreign technology corporations, contributing to promoting the development of Vietnamese technology products.
