Hanoi and Ho Chi Minh City will hold a vote of confidence for the Chairman, Vice-Chairman, and Heads of Committees of the City People's Council; and the Chairman, Vice-Chairman, and Members of the City People's Committee.
The 14th session of the 16th Hanoi City People's Council opened on the morning of December 5th and is expected to last four days with many agenda items. According to Duy Hoang Duong, Head of the Legal Affairs Committee, the City People's Council has issued a plan to implement Resolution 96 of 2023 of the 15th National Assembly on conducting votes of confidence and no-confidence votes for those holding positions elected or approved by the National Assembly and People's Councils.
Accordingly, at this session, a vote of confidence will be held for 28 leadership positions, including the Chairman, Vice-Chairmen, and Heads of Committees of the City People's Council; and the Chairman, Vice-Chairmen, and Members of the City People's Committee.
This is the third time the Hanoi City People's Council has held a vote of confidence for positions as stipulated by regulations. In the two previous votes of confidence (in 2013 and 2018), the Chairman of the City People's Council received the highest number of votes of confidence (91% and 98%).

According to Resolution 96, the purpose of votes of confidence is to enhance the effectiveness and efficiency of the National Assembly and People's Councils' oversight activities; improve the quality and efficiency of the state apparatus; and contribute to assessing the prestige and performance of the individuals being voted on.
The results also help them see their level of credibility so they can continue to strive, improve the quality and efficiency of their work; and serve as a basis for competent agencies and organizations to consider planning, training, fostering, assigning, and utilizing personnel.
In addition to the vote of confidence, at this session, the City People's Council also considered and approved several other important issues such as the revised Master Plan for Hanoi until 2045, with a vision to 2065; the Resolution approving the Project to Enhance Fire Prevention and Fighting Capacity in Hanoi; and the merger and naming of hamlets and residential areas in 2023.
The session also included a day for City People's Council delegates to question the implementation of socio -economic tasks and pressing issues of concern to Hanoi's voters. The City People's Council leaders stated that the focus of this activity was to re-examine the implementation of certain contents and tasks that had been decided and concluded by the City People's Council, as well as commitments made by the City People's Committee, but which were slow or ineffective; and to question the implementation of legal regulations in the field of urban transportation in the city.
In Ho Chi Minh City , the 13th session of the City People's Council will take place over three days (December 6-8). Delegates will also vote on a confidence vote for 31 officials and leaders holding positions elected or approved by the People's Council. The specific list will be announced on the first day of the session, and the voting will be conducted and announced on the second day.
At this session, the City People's Council will question the Chairman of the City People's Committee, Phan Van Mai, and a district leader, as well as department directors; the City People's Committee will present proposals on the establishment of the Food Safety Department; regulations on the recruitment, employment, and management of civil servants and public employees from the pool of outstanding graduates and highly qualified individuals to work in agencies and units under the city's political system; and regulations on the income levels for experts, scientists, and exceptionally talented individuals in fields that Ho Chi Minh City needs to attract...
