Hanoi holds a vote of confidence for 28 key leaders.

The Hanoi City People's Council will hold a vote of confidence for 21 officials of the City People's Committee and 7 members of the City People's Council on the second working day, morning of December 6th.

The 14th session of the 16th Hanoi City People's Council opened on the morning of December 5th and is expected to last four days (December 5-8) with many agenda items. According to Duy Hoang Duong, Head of the Legal Affairs Committee of the City People's Council, the City People's Council has issued a plan to implement Resolution No. 96 of 2023 of the 15th National Assembly on conducting votes of confidence and no-confidence votes for those holding positions elected or approved by the National Assembly and People's Councils.

Accordingly, at this session, the City People's Council will hold a vote of confidence for 28 leadership positions, including the Chairman of the City People's Council, the Vice-Chairmen of the City People's Council, the Heads of the Committees of the City People's Council; the Chairman of the City People's Committee, the Vice-Chairmen of the City People's Committee, and the Members of the City People's Committee.

This is the third time the Hanoi City People's Council has held a vote of confidence for positions as stipulated by regulations. In the two previous votes of confidence (in 2013 and 2018), the Chairman of the City People's Council received the highest number of votes of confidence (91% and 98%).

According to Resolution 96, the purpose of confidence votes is to enhance the effectiveness and efficiency of the National Assembly and People's Councils' oversight activities; improve the quality and efficiency of the state apparatus; and contribute to assessing the prestige and performance of those subject to the confidence vote. The results also help them understand their level of trust so they can continue to strive, improve, and enhance the quality and efficiency of their work; and serve as a basis for competent agencies and organizations to consider planning, training, and assigning personnel.

In addition to the vote of confidence, at this session, the Hanoi City People's Council also considered and approved several other important issues such as the revised Master Plan for Hanoi until 2045, with a vision to 2065; the Resolution of the City People's Council approving the Project to Enhance Fire Prevention and Fighting Capacity in Hanoi; and the merger and naming of hamlets and residential areas in Hanoi in 2023.

The session also included a day for People's Council delegates to question the implementation of socio -economic tasks and pressing issues of concern to Hanoi's voters. The leaders of the City People's Council stated that the focus of this activity was to re-examine the implementation of certain contents and tasks that had been decided and concluded by the City People's Council, as well as commitments made by the City People's Committee, but which were still slow or ineffective; and to question the group of issues related to the implementation of legal regulations in the field of urban transportation in the city.
