On the morning of December 28th, the Executive Committee of the Cam Xuyen District Party Committee held a conference to summarize the work of Party building and the implementation of political tasks in 2023; the work of building strong and comprehensive grassroots organizations in 2023; and to deploy tasks for 2024.

Ms. Ha Thi Viet Anh, Standing Deputy Secretary of the Cam Xuyen District Party Committee, presented a report on Party building work and the implementation of political tasks in 2023; and outlined tasks for 2024.

In 2023, the Cam Xuyen District Party Committee demonstrated dynamism, creativity, and dedication, striving to achieve positive results in various fields. Party building and the political system continued to undergo significant innovation. Party inspection, supervision, and disciplinary enforcement, as well as internal affairs and the fight against corruption and waste, were tightened; mass mobilization work and the activities of the Fatherland Front and other mass organizations were strengthened.

In fulfilling its socio-economic development tasks, Cam Xuyen achieved and exceeded the plan for 22 out of 25 targets. Total production value increased by 13% compared to 2022. Average per capita income reached 53.4 million VND/year. Total budget revenue is projected to reach 408 billion VND, exceeding the provincial target by 34.6% and equaling 100% of the district's budget estimate.

The land clearance work for projects was decisively directed. Investment attraction continued to show positive signs. The entire district had one more commune achieving the model new rural area status, one commune achieving the advanced new rural area status, meeting 2 out of 9 criteria for an advanced new rural area district, adding 15 model new rural residential areas and 5 OCOP 3-star products.

The socio-cultural sector has received attention and seen many positive changes. Cam Xuyen continues to rank among the top districts in the province in terms of both general and advanced education quality. Policies and support for war veterans, social welfare beneficiaries, and the poor are implemented effectively and promptly. National defense and security are maintained; combat readiness is ensured, meeting the requirements of national defense in all situations.

At the conference, delegates focused on evaluating the achievements; analyzing the causes of existing shortcomings and limitations; proposing solutions to overcome difficulties; and discussing directions and solutions to effectively implement the tasks for 2024.

Some targets for Cam Xuyen district in 2024:

- Recruit 200 new party members;

- 90% of grassroots Party organizations successfully completed their tasks.

- The growth rate reached 11%;

- Establish 50 new businesses and cooperatives;

- Budget revenue reached 371 billion VND;

- Average per capita income reached over 53 million VND;

- The total value of social development investment reached 1,950 billion VND;

- The poverty rate according to the multidimensional standard decreased by 0.5%;

- There is one more model new rural commune, two advanced new rural communes, five 3-star OCOP products, and one 4-star OCOP product.

In his address at the conference, Chairman of the Provincial People's Committee Vo Trong Hai acknowledged and highly appreciated the results achieved by the Cam Xuyen District Party Committee in 2023. Informing about the outstanding achievements in socio-economic development of the province, Chairman Vo Trong Hai affirmed that these results were due to the contributions of the Party Committee, government, and people of Cam Xuyen district.

Chairman of the Provincial People's Committee Vo Trong Hai requested that, in the coming time, the Cam Xuyen District Party Committee continue to unite, be democratic, focus on upholding the responsibility of the leaders to decisively lead and direct, striving to achieve and surpass the set targets; strengthen Party building and rectification and organizations in the political system, focusing on developing Party members; do a good job of planning; promote investment attraction; focus on disbursing public investment capital; promote land consolidation and expansion of organic production; promote tourism development commensurate with potential; take care of education and training; promote administrative reform; and strengthen national defense and security.

Chairman of the Provincial People's Committee Vo Trong Hai emphasized that, with unity and the leveraging of potential advantages, he believes that the Party Committee, government, and people of Cam Xuyen district will achieve the highest possible results in fulfilling the goals of 2024.

Concluding the conference, Cam Xuyen District Party Secretary Nguyen Van Thanh urged departments, agencies, and localities to promptly concretize tasks right from the beginning of the year with the highest determination, avoiding complacency and hesitation, and preventing the neglect of tasks during the New Year celebrations.

The Cam Xuyen District Party Committee will focus on overcoming limitations; promptly implementing the 2024 tourism development plan; accelerating land clearance; ensuring timely spring crop production, especially the implementation of organic rice production models; proactively preventing cold weather and disease outbreaks; ensuring the supply of goods for the Lunar New Year (Year of the Dragon), intensifying the fight against smuggling, trade fraud, and counterfeit goods; promptly addressing social welfare issues, organizing Tet celebrations for the poor; and beautifying urban areas to create a festive atmosphere for the Lunar New Year...

In 2023, Nghi Xuan district gradually overcame difficulties, developed evenly across all fields, and effectively implemented the goals and tasks for 2023. Party building work was emphasized, and action programs and plans were developed to concretize the content of resolutions and directives, ensuring they were appropriate to the local reality.

Along with streamlining and reorganizing the administrative apparatus, the district's personnel work has always received attention. Resolutions, regulations, and conclusions on organizational structure and personnel management have been seriously implemented, ensuring quality and efficiency. The work of developing Party members has been emphasized, with 123 new members admitted this year, achieving 100% of the target set by the province.

Party inspection, supervision, and disciplinary work have been strengthened, with many innovations and significant results. The effectiveness of mass mobilization work has been improved; in 2023, the entire district developed 129 "skillful mass mobilization" models. Internal affairs and the fight against corruption and negative practices continue to receive attention and have achieved important results.

The entire district achieved and exceeded the set targets for 12 out of 14 socio-economic indicators. The growth rate of production value reached 9.26%; the economic structure shifted in a positive direction. Average per capita income reached 51.82 million VND, exceeding the plan by 1.82 million VND; total investment in the area reached nearly 3,200 billion VND, an increase of 5.26% compared to 2022.

The movement "All people join forces to build Nghi Xuan district into a model new rural area and a type IV urban area" has created many noticeable changes in localities. The entire district has added 6 new products that have been recognized as 3-star OCOP products.

The total number of tourists reached over 641,000, including 2,934 international visitors (a 228% increase compared to the same period in 2022), achieving 183% of the 2023 plan.

In 2024, the Standing Committee of the Nghi Xuan District Party Committee will continue to lead and direct efforts to build an increasingly strong Party organization, while promoting the strength of national unity to successfully achieve the goals of the 2020-2025 term. The focus will be on completing the goal of building the district to meet the standards of an advanced new rural area and basically completing the goal of becoming a model new rural district in terms of culture and tourism development in 2024. The district will also promote the development of industry, trade, services, and tourism; maintain stable and properly oriented agricultural production; and improve the quality of education, healthcare, and social security.

Some specific targets include: striving to recruit 120 new party members; total budget revenue in the area exceeding 333 billion VND; total investment in the area reaching 3,350 billion VND; average per capita income reaching 54 million VND/person/year; completing the process of 4 communes achieving advanced new rural area standards, and 1 commune achieving model new rural area standards...

In his remarks at the conference, Standing Vice Chairman of the Provincial People's Council Tran Tu Anh requested that, in the coming time, the Standing Committee of the District Party Committee and the District Party Committee continue to enhance the leadership role and responsibility of Party committees at all levels, the management and operation of the government, and the active and decisive involvement of Party organizations to achieve political goals and tasks in the district; while maximizing the exemplary and pioneering role of the heads of Party committees, government agencies, and units.

Continue to widely disseminate and effectively implement the resolutions of the Party congresses at all levels; launch a movement to study and follow Ho Chi Minh's ideology, ethics, and style regarding the prevention and fight against corruption, negativity, and waste in 2024. Implement comprehensive solutions to increase budget revenue; leverage potential and advantages, and promote investment attraction in the fields of culture and tourism; resolutely complete the criteria for building advanced new rural districts in 2024; ensure social security, national defense, and security stability...

Concluding the conference, District Party Secretary Phan Tan Linh requested the entire political system to focus on implementing several key contents to achieve and surpass the targets and tasks for 2024, contributing to the early completion of the goals set forth in the Resolution of the District Party Congress for the 2020-2025 term.

In 2023, the Party Committee and government of Hong Linh town focused on leading and directing, closely following the resolutions of the Party congresses at all levels, specialized resolutions, and directly the Resolution of the 7th Party Congress of the town, to concentrate on leading, directing, and organizing the implementation of political tasks, achieving many outstanding results.

Deputy Secretary of the City Party Committee Nguyen Thang Long presented a summary report on Party building work in 2023.

The town leadership effectively directs and implements political and ideological propaganda and education for cadres, Party members, and the people, building and consolidating unity within the Party and society, and promoting the strength of great unity to successfully achieve the set goals.

The town effectively implemented resolutions, directives, conclusions, and guiding documents from the Central Government, the province, and the town regarding Party building. It led the effort to build a streamlined and efficient organizational structure for agencies and organizations within the political system. Attention was paid to consolidating and building clean and strong grassroots Party organizations and improving the quality of Party members.

Currently, the Party Committee of the town has 28 grassroots Party organizations with 3,492 Party members. In 2023, the entire Party Committee had 524 Party members who excellently completed their tasks (accounting for 19.1%), 2,220 Party members who satisfactorily completed their tasks (accounting for 96.38%), 83 Party members who completed their tasks (accounting for 2.92%), and 20 Party members who did not complete their tasks (accounting for 0.7%).

The inspection and supervision work of Party committees, Party organizations, and inspection committees at all levels has focused on new, difficult, and complex issues and areas. Mass mobilization work, the activities of the Fatherland Front, and other political and social organizations have continued to innovate in content and methods of operation, linking the implementation of the organization's tasks with the key tasks of the town and its grassroots levels.

The value of some key economic sectors reached VND 5,025 billion, an increase of 6.45% compared to the same period last year. Budget revenue in the area reached over VND 300 billion, an increase of 10.13% compared to the same period last year. Total budget expenditure was over VND 742 billion, an increase of 24.43% compared to the same period last year.

The town is focusing on improving the quality of criteria for a type III urban area. To date, the town has achieved 55 out of 63 criteria for a type III urban area, with a total score of 72.56; and has approved the plan to build 5 wards that meet the standards of a civilized urban area.

The entire town mobilized resources to support the construction of 61 houses for policy beneficiary households, poor households, and households with difficult circumstances, totaling over 4.1 billion VND; and effectively implemented social welfare policies. National defense, political security, and social order and safety in the area continued to be maintained.

Regarding future tasks, Vice Chairman of the Provincial People's Committee Le Ngoc Chau suggested that Hong Linh town continue to lead and direct the effective implementation of the Party Congress Resolution and the action program for implementing the resolution for the 2020-2025 term at all levels; and complete the contents according to the overall work program and the Party Committee's work program for 2024.

Simultaneously, finalize and submit for approval the revised master plan for the town until 2045 and other plans in accordance with Decision 1363/QD-TTg of the Prime Minister on approving the Ha Tinh Provincial Planning for the period 2021 - 2030, with a vision to 2050.

Strengthen the mobilization of resources for building urban infrastructure in a civilized and modern direction. Continue to review, evaluate, and improve the criteria for building a type III urban area; promote the movement to build a cultured and civilized urban lifestyle; and focus intensely on digital transformation.

Expedite the process of proposing to the competent authorities the establishment of the Cong Khanh 3 Industrial Cluster and complete the construction planning for the North Hong Linh Industrial Park; review the planning and propose to the province to supplement the planning for the South Hong Linh Industrial Cluster.

Promote investment attraction and the development of urban commercial and service infrastructure; continue to promote the potential for tourism development and infrastructure investment, and strengthen linkages with travel companies to develop cultural and spiritual tourism in the area.

Secretary of the Hong Linh Town Party Committee Le Thanh Dong received the directives from Vice Chairman of the Provincial People's Committee Le Ngoc Chau and closed the conference.

Concluding the conference, Hong Linh Town Party Secretary Le Thanh Dong requested that all levels and sectors must resolutely and fully concentrate their efforts to urgently implement solutions regarding Party building and the political system, focusing on socio-economic development; and accelerate the implementation of key work programs and resolutions of Party congresses at all levels for the 2020-2025 term.

On this occasion, the Standing Committee of the Hong Linh Town Party Committee awarded certificates of commendation to 6 grassroots Party organizations and 30 individuals who achieved outstanding results in 2023.
