According to the Directive, the arrangement of commune-level administrative units must ensure progress, efficiency, and compliance with regulations of the Central Government and competent authorities. The new administrative units will officially come into operation from July 1, 2025.
The Chairman of the Hanoi People's Committee requested departments, branches, districts, towns, communes, wards and townships to synchronously deploy assigned tasks, ensuring no interruption in the operation of the government apparatus, and no legal or administrative gaps during the transition period.

The Directive specifies a number of key contents to ensure progress and necessary conditions for new administrative units to operate from July 1, 2025.
In particular, the Department of Home Affairs is assigned to take the lead in advising on the implementation of the organization and apparatus arrangement, resolving the regime and policies for redundant cadres, civil servants and public employees; and building new administrative boundary records. The Department also coordinates with the Department of Finance and related units to determine the plan for the administrative- political center, the place where the offices of 126 new communes and wards are located, and at the same time propose handling responsibilities if there are violations during the implementation process.
Spend 500 million VND for each new commune and ward According to the Directive, the Department of Finance will coordinate with the District People's Committee to allocate about 500 million VND for each new commune and ward to serve the arrangement of headquarters, purchase equipment, adjust signs, nameplates and small public works after the arrangement. |
In addition, the Department of Home Affairs is also tasked with developing a plan to allocate 154 cars to 126 new commune-level administrative units (1 to 2 cars per unit) to serve professional work; complete and report to the City People's Committee before June 15.
Relevant departments and sectors are also assigned specific tasks: Department of Health, Department of Education and Training prepare plans to transfer affiliated units to vertical management agencies, ensuring effective operations in the new area. Department of Agriculture and Environment reviews cadastral data, adjusts appropriate disaster prevention plans. Department of Science and Technology ensures smooth information technology infrastructure to the commune level.
The City Police and the Capital High Command coordinate to arrange appropriate forces, police and military headquarters, proactively maintain security and order, and strictly handle violations of the law if they arise.
The City Public Administration Service Center ensures smooth administrative procedures for citizens and businesses. The City People's Committee Office will establish working groups to directly support and remove difficulties for localities during the implementation process.
