On July 25, the Ho Chi Minh City People's Court opened a first-instance trial and sentenced two former Ho Chi Minh City Customs officers, Nguyen Trung Hieu (36 years old) and Nguyen Thi Kim Loan (35 years old), each to 12 months in prison, suspended, for the same crime of "Lack of responsibility causing serious consequences".

In the same case, the People's Court also sentenced defendant Bui Huu Loc (51 years old, American nationality) to 1.5 billion VND, Phan Tan Phat (41 years old, from Khanh Hoa) to 3 years, 5 months and 8 days in prison (equal to the detention period) and Huynh Thi Bich Thuan (39 years old, from Dong Nai ) to 500 million VND, all for the crime of "Smuggling".
According to the indictment, on February 17, 2020, Ho Chi Minh City Police discovered Huynh Bich Thuan and Phan Tan Phat transporting 8 packages of goods out of the customs control area of Tan Son Nhat airport. At the same time, Bui Huu Loc was transporting 4 packages (suspected of smuggled goods) behind, so they conducted an inspection.
The inspection results revealed that 207 laptops and 3 iPhones (used) were found inside the 12 packages. All of these goods had no invoices or documents proving their origin and were not declared to Customs. The total value of the smuggled goods that Loc and his accomplices had was over 3.2 billion VND.
Two customs officers, Nguyen Trung Hieu and Nguyen Thi Kim Loan, were assigned to be on duty at the scanner, but did not perform their assigned duties in inspecting and supervising the transportation of goods.
According to the records, the US Consulate General has a diplomatic note stating that Bui Huu Loc has a Federal Arrest Warrant and an extensive criminal history in the United States.
